Yonkers Insider: 2025 Election Desk: Race for Westchester County Executive.




The race for Westchester County Executive in the General Election will feature a rematch from the special election in February between Westchester County Executive Ken Jenkins and Republican Christine Sculti. 


Jenkins defeated Sculti in the special election to become Westchester County Executive as we head into the November General Election. 


County Executive Jenkins has the Democratic Party Line and Christine Sculti is the GOP Candidate for Westchester County Executive. 


We will be keep our readers posted on the Westchester County Executive race. 


This is the third run for Sculti for Westchester County Executive. She ran in 2021 against Westchester County Executive George Latimer. She ran in the special election in February for Westchester County Executive this year. 


Sculti had worked in the Administrations of Yonkers Mayor Phil Amicone and Westchester County Executive Rob Astorino and also was executive director of the Westchester Republican Committee and is currently the Republican deputy commissioner at the Westchester County Board of Elections.

Yonkers Insider: News from Albany: New York State Senator Shelley Mayer 37th District.


I am pleased to share that the 2025 legislative session has come to an end, and I am now back in our district full time. While there were disappointments at the end, I am pleased that 31 bills that I sponsored passed both the Senate and Assembly this session. These now await the Governor’s signature. Some of the highlights of those bills are outlined below. As Chair of the Senate Education Committee, I am especially pleased by the accomplishments we have achieved for our schools and children. 




Because the federal budget bill is unfortunately likely to enact major cuts on New York’s health, education and other sectors of our state, I anticipate we will need to go back to Albany to address these federally-related issues, although clearly we cannot backfill all the federal funds we anticipate losing. I am deeply concerned about the impact of this bill on New Yorkers, and I have been vocal in my opposition. I will be informing my constituents on the details once they are clear. 




I have continued my fight to address the severe utility crisis facing New Yorkers. Three of my major utility reform bills passed the Senate this session, several with bipartisan support, which aim to lower costs for ratepayers. Each of these bills is are outlined below. Unfortunately, none of them passed in the Assembly. Fighting for fair and just utility rates is a priority for me, and I am committed to working with my colleagues in the Assembly to get these bills over the finish line next year. In addition, I am actively working to block Con Ed’s proposed rate hike for the next three years, and I hope you will make your voice heard in opposition as well! 




While the majority of the bills I sponsored that passed both chambers await the Governor’s signature, earlier this year, the Governor signed into law my bill with Assembly Member Karines Reyes, RN to protect New York’s doctors who provide abortion care for patients in other states. This new law strengthens New York’s telehealth shield law by allowing pharmacies and providers filling prescriptions to use the provider’s practice name instead of the provider’s name on the prescription label for medication abortion. Unfortunately, the threats to these providers are no longer abstract; this bill expands protections for these brave doctors as access to abortion care is imperiled across the country. am country. am deeply grateful for the many advocates, constituents, and community members who shared their opinions about bills and legislative issues throughout the session. I always welcome your views, whether we agree or not. Your input informs my decisions on legislative and budget matters, and strengthens the process and outcomes. 




Now that the legislative session is over, I look forward to being in Westchester County full time and seeing many of you at events, meetings, celebrations and elsewhere in the district. I’ll be working on new legislative ideas, holding town halls, and continuing to be present and responsive to all those I’m privileged to represent.

Yonkers Insider: 2025 Election Desk: Rematch set for Yonkers City Council 6th District.

 



Rematch from 2021 for Yonkers City Council in the 6th District will occur again this year in Election 2025 between Yonkers City Councilman Anthony Merante and Challenger Tim Hodges. 


Councilmember Merante defeated Tim Hodges four years ago in a tight race for the 6th District Yonkers City Council Seat. 


Councilmember Anthony Merante has the Republican Party Line and Challenger Tim Hodges has The Democrat and Conservative Party Lines.  


This will be a very closely watched Yonkers City Council Race.

First and foremost, I thank God for giving me the strength to persevere, the grace to lead, and the heart to serve.




To my family, thank you for your love and patience. YONKERS, NY – June 27, 2025 – Yonkers Mayor Mike Spano today announced his appointment of Charlene Indelicato as Yonkers’ newest Planning & Development Commissioner. A seasoned city planner and municipal official, Indelicato will serve as acting commissioner, pending Yonkers City Council confirmation.


 


“Charlene joins our Administration with a unique skill set and expertise in municipal planning, administration and governing,” said Mayor Mike Spano. “I am confident she will take the momentum we’ve created over the last decade and build upon it to further expand our economic development efforts in a smart and measured way, serving all those in our community.”

Indelicato joins the City of Yonkers with over 30 years of experience, as an attorney and city planner for several Westchester County municipalities. Previously, Indelicato served as President and Executive Director of Roosevelt Island Operating Corporation, where she was responsible for the Island’s Tram and Island Bus Transportation System and Public Safety Department. She also previously served as Village Administrator for Dobbs Ferry and the Planning Commissioner for the City of Mount Vernon. Indelicato also served as Corporation Counsel for the City of New Rochelle, City Manager for the City of New Rochelle and was the Westchester County Attorney. Indelicato holds a Bachelor of Arts Degree from St. John’s University and a Juris Doctorate from Pace University’s School of Law.

Founded in 1950, Grassy Sprain Hardware—also known as Grassy Sprain Paint & Hardware—became a pillar of the local community. Pearl Speight, wife of original owner William H. Speight, ran the store for over five decades, cultivating a legacy of personalized service and unwavering dedication to her customers. In recent years, her son Rodney “Rod” Speight, along with his brothers Billy and Chris, and Rod’s son Greg, all pitched in to help as Rod reduced his hours. Together, they worked to carry on that legacy, ensuring the family’s values remained at the heart of the business.

Empire City Casino by MGM Resorts Set to Officially Submit Application for Full-Gaming License from New York State.


 


YONKERS, NY – June 26, 2025 – Yonkers Mayor Mike Spano today announced that the City has approved the zoning ordinance and zoning map amendment establishing the property at Empire City Casino by MGM Resorts (810 Yonkers Avenue, Yonkers) as a designated Casino District. Yonkers City Council unanimously voted in favor of the zoning classification during Wednesday evening’s Council meeting.


 


The approval paves the way for the expansion of the existing property into a full-scale commercial casino with Class III slot machines, live-dealer table games, and retail sports betting, pending New York State approval. The new zoning classification comes as Empire City Casino by MGM Resorts submits its application to New York State by the June 27th deadline to obtain one of three full-gaming licenses set to be awarded by the end of this year.


Yonkers is on its way to winning big in spurring transformative economic growth, job creation, entertainment and more,” said Mayor Spano. “This vote signals to New York that the Yonkers site has speed to market readiness and is prepared to hit the ground running once licenses are granted. Working with our community members, city leaders and MGM Resorts, we have the support and commitment needed for this project to succeed right out of the gate — providing economic benefits for the city, county and state while making Yonkers a premier destination. Thank you to our City Council for getting this done and setting the stage for a Yonkers win.”


 


In the coming weeks, the City of Yonkers and MGM Resorts will approve final terms of its Community Benefits Agreement, that address key priorities including public safety, traffic and infrastructure improvements, tax payments, job creation and overall quality-of-life enhancements. MGM Resorts will then return to the Yonkers Planning Board to complete final site plan approval. In September, a Community Advisory Council, composed of city, state and county elected officials, will vote to approve the proposed project and confirm it meets all community requirements and benefit commitments.


 


“Today marks a major step forward in protecting neighborhoods in my Council District around Empire City Casino, while driving real economic opportunity for our city. The zone change to establish the Casino District is about more than development—it’s about safeguarding quality of life, creating good jobs, and ensuring this project works for the people of my district,” said Yonkers City Council Majority Leader John Rubbo. “The zone change addresses the concerns we’ve heard loud and clear—from additional funding for public safety and sector cars, to investments in flooding mitigation and infrastructure improvements. I’m proud to work with Mayor Spano to make sure this project delivers for our entire city, and I look forward to announcing even more community benefits in the weeks ahead.”


 


The first phase of MGM Resorts development plan to transform Empire City Casino into MGM Empire City includes the creation of a world-class, Las Vegas-style casino floor with live-dealer table games and a state-of-the-art sportsbook, a 5,000-capacity entertainment venue to host A-list performances, meeting and event space, three new full-service restaurants, and renovations to existing dining venues, with more to come.


 


The submission of the commercial casino license application marks a pivotal milestone in a decades-long effort to unlock Empire City Casino’s full potential and deliver lasting benefits to the region.

(White Plains, NY) - State Senator Shelley B. Mayer recognized 38 students in the 37th Senate District with the 2025 Citizenship Award on Monday, June 23 at White Plains High School. Senator Mayer’s Citizenship Award recognizes students who have made exemplary contributions through civic involvement, community service, extracurricular activities or daily actions to serve their schools or community.




Senator Mayer led a roundtable discussion with the student recipients to showcase their activities and to learn more about each student’s work for their communities. The students had an opportunity to discuss their activities, the initiatives they pursued, and the ideas and plans they have for the future. Senator Mayer then presented the students with certificates of achievement for their outstanding involvement in the community.

I began my political journey at the age of 24, fueled by a deep love for our community and a desire to serve. I could have never imagined back then how much this path would shape my life – the lessons I’ve learned, the relationships I’ve built, and the resilience I’ve found within myself along the way.




Through the years, both the job and the campaigns have challenged me, humbled me, and given me a stronger sense of purpose. And I could not have done any of this without you – my family, my friends, my neighbors, and every person who believed in me even when the odds were against us.

Mount Vernon, NY — Nick Mastrogiorgio, a retired Police Lieutenant, lifelong Mount Vernon resident, and small business owner, has officially announced his candidacy for Mount Vernon City Council. Running as a Democrat in the upcoming June 2025 primary, Mastrogiorgio enters the race with a clear and urgent message: the people of Mount Vernon deserve better.


A fourth-generation Mount Vernon resident, Mastrogiorgio’s roots in the city run deep. His great-grandfather built the family’s home on Terrace Avenue over a century ago. Since then, the Mastrogiorgio family has proudly served Mount Vernon in various capacities—his grandfather in the Department of Public Works for 40 years, his father as a police officer for 24 years, his grandmother in the school system, and his sister and two step-sisters in City Hall and the Police Department respectively.


“I’m not a politician,” said Mastrogiorgio. “I’m a resident, a public servant, and someone who has fought for fairness his entire career. I’m stepping up now because the current City Council has failed the people—raising taxes to unsustainable levels while voting to increase their own salaries. That’s not leadership. That’s self-interest.”


Mastrogiorgio retired as a lieutenant from the Mount Vernon Police Department, where he also served as President of the Police Benevolent Association (PBA). Throughout his career, he advocated for both the safety of his fellow officers and the well-being of the community at large. His leadership emphasized unity, justice, and accountability—principles he promises to bring to City Hall.


In addition to his service in law enforcement, Mastrogiorgio is the founder of MastroTek, a small business offering web design, IT support, and digital marketing to fellow small business owners throughout Westchester County. He previously worked as a business consultant for Citibank and held Series 7, Series 63, and Life/Health Insurance licenses.


If elected, Mastrogiorgio plans to focus full-time on his role as councilman—eschewing outside interests to give his undivided attention to improving city services, infrastructure, and economic fairness. His campaign is centered around the core values of Transparency, Accountability, and Fairness.


Among his top priorities:


Holding the line on property taxes and demanding fiscal responsibility

Zead Ramadan: MY PERSONAL TAKE ON THE YONKERS DEMOCRATIC PRIMARY ELECTIONS.

 

I grew up around a large family who mostly lived in Yonkers since the 1970s. As a student of politics they ask me my thoughts on the Yonkers City Council President (YCCP) democratic primary race. I'm not beholden to Yonkers politics, where many are scared of retribution from politicians. I don't need a permit, lease, parking tickets removed, nor a job for my siblings or kids in Yonkers, so I can speak my mind. 

Yonkers is one of the most ethnically and culturally diverse cities in America. Like other cities, it is united by the common dream of safety, dignity, opportunity, and a better future. Yonkers needs the next City Council President to fight for those values, for all of Yonkers, and not just those with "connections." That being said, I will not pull any punches - so let's dive right into it.

1. I would not vote for Chuck Lesnick. 

Scrolling though Lesnick's social media, you notice he likes the good life and a lot of selfies. I've heard some of his debates and read about his past, as a former YCCP and other positions. He is very intelligent and had a good career in public service, but I didn't see him offering improved change or improving the overall quality of life or fix government. He knows he's the smartest person in the room, but not a person who has the enrgy or will to challenge the stagnation which is Yonkers politics. Lastly, he's shown he'll put his personal interests before the peoples values, such as when he went around Westchester blasting fellow Progressive Jamaal Bowman for supporting ceasefie peace resolutions and being critical of Israel's PM Netanyahu's right wing ethnic cleansing policies on Gaza/Palestinians (like Porogressives do) and that most of the world now calls a genocide. Looks like Bowman called that one correctly early, and you were wrong Lesnick.


2. I would not vote for Lakisha Collins-Bellamy. 

Everyone knows the current YCCP is supported and funded by the establishment and big real estate developers to keep Yonkers just as it is, to keep the people right where they are, and to keep herself right where she is. In a recent debate, she said people should vote for her because of "diversity!" That's it? She literally and overtly acts for her personal gain (like that comment), like when she helped her husband get a Yonkers police job though he was out on sick leave for 2 years as a corrections officer, and she voted herself (and the mayor) a large pay raise while everyday Yonkers residents were suffering through COVID. As a lover of democracy, I'm most offended that she led a vote to give the mayor an unprecedented 4th term in office, preventing the people from making that decision in a public referendum. Clearly transactional, she serves those who fill her campaign chest (see line 1), and they keep her where they can control her. She even tried using a politically manipulated trumped-up report by a Republican inspector general, who Mike Khader previously defeated, to attack Khader. Although Khader disproved these fabricated allegations in court, she is still using the bogus report to attack Khader and pull the wool over the eyes of the people for her own gain. Shame on you Lakisha - at least make it look like you care... for anyone else!

3. I would not vote for Peter Spano or Tasha Diaz.

No known relation to the establishment "forever" mayor, Peter Spano has never held public office or high level community based positions and needs more experience before running for this position. His story and his heart is in the right place but he should definitely try for local council or other positions. I did not see Tasha Diaz at some important debates. It may be strategic, or it may be funding challenges, but definitely challenged to get her name and message out. 

4. I would vote for Mike Khader.

Khader shocked everyone when he defeated incumbent republican Liam Mclaughlin for YCCP in 2017. His problems started when the young lawyer stood against extending mayoral term limits (to 3) prefering to give the people the choice through a democratic public referendum rather than have 4 people alone make that choice (like Lakisha did). He also asked too many questions about admin favored real estate development projects. Repblican Liam McLaughlin is then appointed as Yonkers Inspector General by the democratic mayor, and immediately pays $1m to investigate Khader on weak claims, and Lakisha is asked to run against Mike during COVID. Holy web of deceipt, Batman ! Although Mike was born in Yonkers, but his was his coming out party to the politics of "The city of hills, where nothing is on the level." That's why Lakisha is your current YCCP. Well, Mike is back, clearly wiser than 8 years ago. He has broad appeal and has dominated debates. He says he'll include the voice of the communities in issues that affect them and not govern "at" them. He was punished for standing for democracy last and not falling in line. He should win.

Towards the end of our legislative session in Albany, my team and I have been actively engaged throughout the district, supporting the people and organizations that make our community strong. As we close the 2025 Legislative Session, we mark more than adjournment; we mark a turning point. We responded to this moment with urgency, creativity, and compassion. We led. We listened. And we delivered.


Across New York, people are tired of instability and uncertainty, of waking up to chaos from Washington. While the federal government lurches from crisis to crisis, we in New York did exactly what we were elected to do: we got things done. Our work centered on one unifying goal: making life more affordable and secure through decisive leadership.


Reflecting on seven years in the majority, true leadership means maintaining a steady hand, reaching higher, and preparing for what lies ahead. Those who were here remember we sprinted into the majority, passing urgent legislation on day one in the midst of a dangerous federal administration. We safeguarded reproductive freedoms, voter protections, environmental regulations, and immigrant rights. We righted the ship aiming for smooth sailing, yet always ready for the challenges ahead. This year, we balanced record investments in public education, healthcare, and housing with the strongest consumer protections in the nation and proactive measures addressing Artificial Intelligence.Asgence.


Our nearly three million small businesses are New York’s true economic engine. As federal leaders imposed damaging tariffs and trade wars, we paid off our Unemployment Insurance debt, protecting businesses from additional fees and supporting storefront real estate accessibility. Strong industries mean job opportunities, and this session, we strengthened labor protections, improving sick leave benefits, cracking down on wage theft, and defending employees against workplace discrimination and coercion.


While Washington plays politics with our health, we expanded access and reduced costs here in New York. We advanced legislation for lower-cost prescription drugs, protected Medicaid and Child Health Plus, funded safety-net hospitals, strengthened vaccine access, and secured critical reproductive health protections. We increased contraception access on college campuses and pharmacies, ensuring reproductive autonomy remains protected. Healthcare isn’t political, it’s life or death.


To our veterans and military families: you served with courage, and we owe you more than gratitude; we owe action. While federal dysfunction stalls essential services, we advanced meaningful legislation, expanded property tax relief, supported healthcare access, and elevated veterans in civic life.


We strengthened housing through the Housing Access Voucher Program, redeveloped vacant units, provided legal assistance for tenants, and reinforced eviction protections. A safe, affordable home should never be a luxury; it must be a given.


Additionally, we continued building on our Majority’s legacy of comprehensive housing support that began in our first year by making the property tax cap permanent. Recognizing that homeowners, much like renters, face considerable challenges, we took targeted actions to bolster their stability and prosperity. We expanded resources for first-time homebuyers, enhanced foreclosure prevention programs, and increased funding for home repair and energy-efficiency initiatives. These measures not only protect the dreams and investments of hardworking homeowners but also contribute to stronger, more resilient neighborhoods across New York.


Amid economic uncertainty, we ensured stability. We expanded capital access for small businesses, lifted up MWBEs, relieved seniors facing inflation, and provided clarity in uncertain times. Economic security must reach every generation and every community.


We never exploit crises politically; we pursue solutions. This principle guided us as we confronted the layered crisis in our state’s correctional system. The reforms enacted are vital first steps toward meaningful change, moving beyond a failed status quo toward safer communities.


While some debate climate reality, we addressed the existential threat head-on. We fortified infrastructure, doubled renewable energy efforts, regulated toxic biosolids contaminating farmland, and set bold environmental standards. Climate justice is economic justice. It’s public health. It’s survival.This year, we have again taken action on what truly matters: housing, healthcare, education, agriculture, clean energy, and economic opportunity, all while keeping our fiscal house in order. That’s good government.


New Yorkers face daily pressures: groceries cost more, rent consumes paychecks, utility bills grow burdensome. So we acted decisively, capping utility rate hikes, improving billing transparency, lowering energy costs, keeping the lowest middle class tax rates in over 70 years and guaranteeing Universal School Meals for nearly three million children.


We expanded the child tax credit, increased rental assistance, protected tenants, and declared housing unequivocally a human right. Behind every policy are real families, parents making difficult choices, children needing nourishment and stability.


While Washington looked to gut consumer protections, we enacted some of the strongest consumer protection measures nationwide, including cracking down on algorithmic price-setting and regulating subscription and cancellation services.


As we adjourn, let’s reflect not just on bills passed but lives impacted. We showed what leadership looks like in an age of uncertainty. We met fear with action. We met cynicism with courage. And we proved, once again, that New York leads.


Andrea Stewart-Cousins holds the positions of President Pro Tempore and Majority Leader of the New York State Senate, and she is the Senator for the 35th District. Velazquez, a lifelong Yonkers resident and 26-year employee of the Yonkers Public Schools,

expressed his gratitude for the Mayor’s support:

Yonkers Insider: Saturday, June 21st: Two Years Since Paul Heusler My Father Passed Away.

 



My Father Paul Heusler Passed away on June 21, 2023. He is so missed by all of us, who loved him. He was a Giving Person and was a hard worker and loved working particularly when He worked at Manhattan College for Many years and also loved doing his Garden Jobs.

He Had Garden Jobs in the Bronx and Yonkers for Many Years. His Father In Law Delfim Joao showed and thought him the Trade of Landscaping.

He was 79 Years old when He passed away two years ago. His Passing has left a void in all who loved him. It still doesn't seem real that he isn't with us anymore. He had a great work ethic and always took great care of everyone and was kind and was very helpful to people. At Manhattan College due to always working hard his co-workers and bosses called him "Mr. Machine".

He Loved the Beach and Loved the Jersey Shore and loved the Outdoors so much and always had fun at the Beach and in the water. He is so missed by all of us who loved him, we feel that there is a Void in our life and are full of emptiness now that he is no longer with us.

God Bless you Daddy.

We miss you so very much. Until we all again meet each other again one day.
