Expect glad tidings galore at the re-imagined Holiday on the Hill Train Show in the Conservatory at Lasdon Park, Arboretum and Veterans Memorial, in Somers, which opens Friday, Dec. 4. Dates, times and tickets available at LasdonPark.org.

To ensure the public’s safety, all New York State protocols are followed regarding the continued pandemic including requiring visitors to wear masks inside the Conservatory, social distancing of family groups and hand sanitizer available to all. As a feature of the Conservatory, it is engineered for proper air circulation and ventilation with two different kinds of fans and vents that bring in fresh air that will be in operation during exhibit hours.

Enjoy the magic of the season as the 2400 square foot exhibit space is transformed into a holiday fairyland, which includes more than 350 feet of track running four separate layouts of G-scale trains that wind past detailed miniature winter landscapes including the North Pole, New York City landmarks, a Lasdon Park replica and well-known holiday characters! The exhibit features thousands of colorful plants, shrubs, trees and flowers and the story of Suzie Sparkle that will engage children to learn some fun facts about the plants they see during the holiday season and why no two snowflakes are the same!

Of course, the jolly old elf in red himself, Santa, will be on hand at the Main House to bring cheer to the festivities. Visit Santa’s Workshop and Office, where he will be hearing wishes from the children. This year the house will be closed due to COVID-19, but Santa will be ready for safe scheduled appearances.  

The Garden Shop will be open and selling poinsettias, additional holiday plants, gifts and stocking stuffers and treats. Relax with recorded holiday music while enjoying a quick snack on the Conservatory Plaza.

Tickets will be sold online only with scheduled viewing times, no tickets will be sold on-site.

Tickets are available through December 31. Admission $20 per adult, $10 per child and free for ages 2 and under. $15 per senior. Use code Sparkle20 to receive a 50 percent discount on your ticket purchase.

As winter approaches, there have been questions on what actually qualifies as outdoor dining.  The Westchester County Department of Health has prepared the following to answer questions and clarify ambiguity:

As per the New York State “INTERIM GUIDANCE FOR FOOD SERVICES DURING THE COVID-19 PUBLIC HEALTH EMERGENCY”, “outdoor space” is defined as an open-air space designated for the consumption of food and/or beverage, which may have a temporary or fixed cover (e.g. awning or roof) so long as such cover has at least two open sides for airflow. Within such outdoor space, all tables with seats must be at least six feet from any other table, seat, patron, or pedestrian thoroughfare or corridor.

If the third and or fourth side of the tent or structure is closed it will be deemed as indoor space and all indoor regulations apply. Additionally, individual style party tents, igloos and or any other small enclosures are prohibited at this time since they do not meet the ventilation/airflow, distancing, and sanitation guidelines to protect against the spread of COVID-19.

YONKERS, NY – November 30, 2020 – Yonkers Mayor Spano today announced the City’s Department of Public Works will provide a mobile paper shredder for Yonkers residents to use to help them fight back against fraud and protect them from identity theft by shredding sensitive personal documents. The mobile shredder will be stationed at Yonkers Middle High School, located at 150 Rockland Avenue, on Saturday, December 5th from 10AM – 1PM.

 

“As always, we encourage our residents to take advantage of this free shredding service,” said Mayor Spano. “Shredding personal documents serves as an opportunity to not only recycle paper but also serves to protect sensitive information against identity theft, which is the fastest growing crime in the nation.”

 

Residents can bring only one file-size (10”x12”x15”) box of confidential papers per household to the skating rink for shredding. All large binder clips and covers must be removed from the documents (no 3 ring binders/plastic). Papers from businesses, institutions or commercial enterprises are not acceptable and will be rejected, as well as junk mail or newspapers.

 

Documents that are suitable for shredding before thrown away or recycled include:

·         Expired credit card statements and receipts

·         Old tax returns or any other personal documents containing names, addresses or other identifying information

·         Pre-approved credit card applications

·         Licenses

Due to COVID 19 regulations, all residents must maintain a distance of at least six feet apart from personnel, trucks and bins and must agree to the following rules:  

                       

·         All shredding materials must be placed in the trunk of one’s vehicle and remain in the car while in the service queue

·         Once at the shredding station, personnel will remove shredding materials from the truck and dump contents into a security bin for transport to the mobile shredding unit

·         Once prompted, residents may drive away

As in previous years, I will again be holding a special hearing for District 7 residents to weigh in and share their thoughts on the Proposed 2021 Westchester County Budget, Tuesday, December 1, at 7:30 PM. This year, we will hold a hearing virtually by Webex. In short, County Executive Latimer’s proposed budget calls for:

  • 2% increase for nonprofits,
  • $5 million for economic development programs,
  • $5 million for housing assistance programs and
  • $2 million for food insecurity.
  • $1 million savings on the tax levy for the second year in a row
  • No cuts to services

Congestion Pricing Delayed by the Trump Administration: The Federal Highway Administration has indefinitely held up approval of New York’s congestion pricing plan - one of NYLCV’s top priorities - refusing to raise any substantive concerns. NYLCV is working with other advocates to reach out to New York’s Congressional delegation and President-elect Biden’s transition team to emphasize the need to support transportation, and we are hopeful that we will see positive action on congestion pricing early in 2021.

Governor Cuomo signed a bill banning incineration of PFAS-laden firefighting foam. PFAS, or per- and polyfluoroalkyl substances, are known as “forever chemicals' since they resist decomposing. They are associated with illnesses such as thyroid disorders, cancer and other ailments, mostly in people where the public water supplies have been contaminated. (Albany Times Union)

A harmful algal bloom in Lake George has diminished but residual blooms still remain in the lake. State officials and the Lake George Park Commission are monitoring nutrient levels. (Schenectady Daily Gazette)

 

Verdant Power’s East River Roosevelt Island Tidal Energy project has been in development since 2002. In late October, the initiative took another step forward when a new tidal power array consisting of three turbines was installed. The development of tidal power is a form of renewable energy that could have an important role to play in the years ahead. (CNBC)

The Youth Climate Program at the Wild Center in Tupper Lake near the center of New York state's Adirondack Park, won nearly half a million dollars from the National Oceanic and Atmospheric Administration (NOAA) this fall to support and expand environmental literacy. The total $449,278 award extends across three years and will put in motion The Wild Center's youth project: "Empowering Rural Youth for Community Climate Resilience in New York State." (The Sun)

 

In 2010, the Swinomish tribe became one of the first communities to assess the effects of climate change and enact a climate action plan.  Their ambitious strategy caused an additional 50 Native American tribes to follow with their own climate strategies to protect their lands and waters. (White Plains, NY) – County Executive George Latimer will join Westchester County’s Department of Environmental Facilities (DEF), Solid Waste Division, to break ground on the Compost and Education Center (CompostED) in Valhalla.

CompostED will be a small-scale food scrap composting demonstration and education site. The site will provide educational opportunities for County residents, students, and municipal officials on the environmental benefits of composting, the process of composting, and explore the ability of local municipalities to incorporate food scraps into existing organic yard waste composting sites. Westchester-based R. Pugni and Sons, Inc. will be constructing the facility for the County.

 

Latimer said: “CompostED and the educational opportunity it will bring, is the next step in my commitment to addressing food waste.  We urge all of our residents and businesses to first reduce waste, then donate excess food to organizations serving those in Westchester who are food insecure. However, for food scraps that cannot be donated, recycling is the best option. This facility will promote food scrap recycling and educate residents, students and municipal officials on implementing it.”

 

Backyard composting is one way residents can recycle food scraps, and municipal participation in DEF’s Residential Food Scrap Transportation and Disposal Program (RFSTAD) is another way. Under RFSTAD, Refuse District municipalities have access to transportation and disposal of residential food scraps for the same—or less—than disposing of the material as solid waste.

 

Even during these challenging times, the County and DEF have continued their commitment to the County’s residents and the environment. 

 

DEF Commissioner Vincent Kopicki praised the project adding, “The CompostED facility will raise awareness about food scrap recycling through composting, and will add to the County’s already robust recycling education portfolio. With the support of County Executive Latimer, my Solid Waste team has shown great initiative and effort to imagine and bring this facility to fruition.”

 

Deputy Commissioner Louis Vetrone noted: “DEF’s Solid Waste Division has developed programs to make food scrap programs accessible for all municipalities, and modified existing programs such as our Household Recycling Days and Shredder Events for safe access. The increased amount of recycling that has been processed during the COVID-19 pandemic shows that County residents have reinforced their commitment to recycling, and we are thankful for the County Executive’s leadership and support in our efforts.”

This has been an amazing week, in large part because of Thanksgiving and the holiday spirit. This week, I was able to host and participate in multiple distributions, ranging from turkey giveaways for constituents in our district to hot meal drives, Thanksgiving dinners, etc. I am very grateful for the people in our great city for showing such amazing acts of community and selflessness during these trying times.

I hope that you all enjoyed Thanksgiving with your loved ones and followed the proper protocols and guidelines to protect against COVID-19. As requested by multiple constituents, I will be providing the breakdown of Covid cases both by numbers and by percent change . The number of COVID cases has increased dramatically over the past 3 weeks, so we need to do our part to flatten the curve!
