Yonkers Insider Publisher Delfim Heusler interviews Westchester County Executive George Latimer on his Proposed Westchester County Budget.



I want to thank the Westchester County Executive George Latimer for doing an interview with Yonkers Insider.

The interview with the County Executive, wWe discussed his Proposed Westchester County Budget, which is now in the hands of the Westchester County Board of Legislators.

Some of the bullet points in his Proposed Westchester County Budget are the following: $20 million dollars in capital budget for Affordable HousingNature Centers will now be open for seven days a week, an improvementsince now nature centers are now only opened five days a week.

It is a propsedproposed $2.1 Billion Dollar Budget with a$1 Million Reduction in Property Tax Levy. According to County Executive that this is the first time in 9 years that this has happened and only the second time in 18 years has this happened in a Westchester County proposed Budget.

Also $10 million dollars go towards reserve fund from the budget. Last year the County put five million in the budget for the reserve fund.

Before Last year the County had 64 million in the reserve fund if this budget is passed intact, then the Ccounty of Westchester will have have 79 million dollars in the reserve fund.

Also in the proposed County Budget, the cost of child care parent contribution will be reduced from 27% to 25%. Also in the proposed budget there are no one-shots to finance the budget.  Also in the proposed Ccounty budget there is no borrowing to pay for operating expenses.

The County Executive said in the interview that the County is getting on better fiscal footing. Let's not forget that the County of Westchester wasgot downgraded by credit agencies in 2017 with AA1 Negative Outlook rating..

Also helping the County is the equalization of sales taxes in Westchester County.  Also successes for the Ccounty under County Executive Latimer is that Sprain Ridge Pool is open and also Miller House in White Plains has been reopened.

The County Executive stated it is all about cooperation. He stated in the interview that he works well with both sides of the aisle atin the Westchester County Board of Legislators.

He also stated clearly that there is no compromise on the Tax Cut in his budget proposal. The County Board will vote on the budget on December 9th.

The County Executive kept most of the County Commissioners from the previous administration. The County Executive said in the interview that the future of Westchester County is: Affordable Housing, Economic Development, Environmental protections and Human Rights.

The County Executive's mManagement sStyle is working as a team with people and he credits his administration's success with his team working with him in a cooperative way. He credits John Nonna, County Attorney, JoaneMcDonald, Director of Operations and Catherine Cioffi, Communications Director for helping provide real results for Westchester County.

LEGAL NEWS: Cablevision Class Action Says #Yonkers Customers Billed For Canceled Service.



A class action lawsuit has been filed against Cablevision alleging that customers are billed for cable, telephone, and internet access even after they cancel the service.

Yet Governor Andrew Cuomo, Yonkers Senate Majority Leader Andrea Stewart-Cousins and Bronx Assembly Leader Carl Heastie have done nothing to protect consumers from #Altice's corporate abuses of New York residents

Plaintiff Lee Presser argues in his Cablevision class action lawsuit that he canceled his Optimum service in the middle of a billing period, expecting to be charged on a pro rata basis for the time period in which he did not use the cable service.

However, he was informed that he canceled the service three days after the next billing cycle and would be charged for a full month of service.

The Cablevision class action lawsuit states that, “Prior to October 2016, Defendants’ termination policy was as follows: termination was effective on the date an Optimum customer contacted Defendants to discontinue these services, and Defendants credited the customer’s account for services past the cancellation date on a pro rata basis.”

Presser alleges that Cablevision changed their policy and now charges their customers a full monthly price, even if they cancel the service during the monthly billing cycle.

“Defendants did not provide separate written notice of this change in their billing policy, as is required by New York and Connecticut law,” the Cablevision class action lawsuit continues.

Cablevision purposefully did not notify their customers of this change to the Optimum service so that they could increase their profits by having the consumers pay more, the Cablevision class action lawsuit claims.

The Optimum class action lawsuit states, “This lawsuit seeks restitution for customers who cancelled their Optimum services within a billing period, but were nevertheless charged for the entire 30-day billing cycle without proper notice.”

The plaintiff notes that if he knew he would be billed for the remainder of the month before he returned his equipment, he would have done so earlier to avoid the extra charges.

Presser brings this class action lawsuit under New York General Business Law.

“As a direct and proximate result of Defendants’ deceptive and unlawful acts and practices, Plaintiff and class members have suffered ascertainable loss of money or property, and monetary and non-monetary damages, including time and expenses related to disputing Defendants’ billing practices,” the Cablevision class action states.

The Class Members are defined as customers in New York, New Jersey, and Connecticut “who subscribed to Defendants’ Optimum services prior to October 10, 2016 and cancelled their services before the end of their then-current billing period, but were charged for the entire final billing cycle.”

BRIAN HARROD:  MGM Resorts International  President and COO Uri Clinton of Empire City Casino in Yonkers who had been lobbying New York lawmakers has  stepped down from the firm. That he is no longer president of the company’s billion dollar casino in the City of Hills was confirmed by MGM late Monday.

Uri Clinton — the most visible MGM Resorts International executive resigned his post as president and chief operating officer of MGM Empire City in New York, less than a year after taking the job.
In an email to the Hartford Courant, MGM added: “However, he continues to support our development efforts as a consultant.”
Mayor Mike Spano has yet to comment over this unexpected news.
There is much unfinished business to contend with in the upcoming 2020 session with Senate Majority Leader Andrea Stewart-Cousins and Yonkers’ Assembly Gaming Chairman J, Gary Pretlow.
MGM Resorts named Clinton president and COO of Empire City about a year ago, shortly before closing on its $850 million purchase of the property, which includes Yonkers Raceway.
MGM has urged the New York Legislature to allow Empire City to introduce table games prior to the scheduled 2023 lifting of a moratorium on new casinos in New York.
