“We expect to receive a 63(8) referral with subpoena power to investigate allegations of sexual harassment against the governor, in line with our demands and New York state law. The referral would be made solely to the attorney general's office. This is not a responsibility we take lightly. We will hire a law firm, deputize them as attorneys of our office, and oversee a rigorous and independent investigation.”

This morning, Attorney General James released an initial statement calling for a referral from Governor Cuomo to investigate the allegations of sexual harassment, and, later, clarified that nothing less than a referral under Executive Law § 63(8) would be accepted.

Attorney General James Calls for Official Referral from
Governor Cuomo to Investigate Allegations of Sexual Harassment.

NEW YORK – New York Attorney General Letitia James today released the following statement calling for a referral from Governor Andrew Cuomo to investigate allegations of sexual harassment:

“Allegations of sexual harassment should always be taken seriously. There must be a truly independent investigation to thoroughly review these troubling allegations against the governor, and I stand ready to oversee that investigation and make any appointments necessary. Given state law, this can only be accomplished through an official referral from the governor’s office based on State Law (§ 63-8) and must include subpoena power. I urge the governor to make this referral immediately.”

Greenburgh Insider: Paul Feiner Report on Town Greenburgh: 750 Greenburgh seniors vaccinated at Theodore Young Community Center by Rite AId yesterday.

Thanks to the Greenburgh Covid Angels for organizing this effort and to Rite Aid, town staff for your help.

750 Greenburgh Seniors vaccinated yesterday at Theodore Young Community Center by Rite Aid.

A big thank you to our Greenburgh Covid Angels, the numerous volunteers, town staff of the Theodore Young Community Center, Union Baptist Church, Christ Temple and Rite Aid for organizing a very successful vaccination of 750 seniors at the Theodore Young Community Center yesterday.

The volunteers and staff worked very hard. First vaccinations began at 8:30 AM and the last seniors got their vaccinations at 8:30 PM.  Although the appointments were running late the seniors,  I spoke with were very appreciative that they were able to receive vaccinations at Greenburgh's Theodore Young Community Center.  We intentionally did not publicize in advance because we were afraid that people would show up without appointments -and could only help those who had appointments.

Our Covid Angels have been working very hard helping seniors receive vaccination appointments. They are hard working, organized, efficient and working very hard. Their work is enormously appreciated by the thousands of seniors they are calling and trying to help. If you haven't been vaccinated and meet the criteria set by NYS, please feel free to e mail me at pfeiner@greenburghny.com or my assistant, Krista Madsen at kmadsen@greenburghny.com.  We won't give up until everyone who wants a vaccine gets one.

Thanks again to all those who helped 750 Greenburgh seniors smile and be a little less stressed --thanks to their vaccine.

New York State Insider: [PRESS STATEMENT] SENATOR ALESSANDRA BIAGGI ISSUES STATEMENT REGARDING MULTIPLE ASSERTIONS OF SEXUAL HARASSMENT AGAINST GOVERNOR CUOMO.

FOR IMMEDIATE RELEASE: February 27th, 2021

Senator Alessandra Biaggi Issues Statement Regarding Multiple Assertions Of Sexual Harassment Against Governor Cuomo .

“The assertions against Governor Andrew M. Cuomo by Charlotte Bennett detail behavior that is unacceptable. I am especially horrified by the comments the Governor made to Charlotte about her experience with sexual assault –– comments he did not deny making. They are the epitome of a hostile work environment.

I commend the courage of Ms. Bennett and Lindsey Boylan for coming forward. The harassment experienced by these former staffers is part of a clear pattern of abuse and manipulation by the Governor, and that pattern makes him unworthy of holding the highest office in New York.

A truly independent investigation into the allegations made by Ms. Bennett, Ms. Boylan, and any forthcoming survivors should take place –– but the Governor’s influence touches all entities in New York that might review his conduct. The current review, arranged by the Governor’s team and overseen by an individual who has a work history with his close associates, does not meet any standard of independence. While a truly independent investigation may uncover more evidence or instances of abuse, the existing details are sufficient for me to form my conclusion.

As a New Yorker, a legislator, Chair of the Senate Ethics and Internal Governance Committee, and a survivor of sexual abuse, I am calling for Governor Cuomo to resign.”

New York State Insider: New York State Attorney General James Shuts Down Northern Leasing Spinoffs for Continuing to Prey on Small Businesses.

FOR IMMEDIATE RELEASE: February 27, 2021

Attorney General James Shuts Down Northern Leasing
Spinoffs for Continuing to Prey on Small Businesses.

NLS Equipment Finance and Leasing Expenses Company Attempted to Perpetuate Same Scheme Blocked by OAG’s Prior Suit and Victory.

NEW YORK – New York Attorney General Letitia James has won another major victory to protect small business owners in New York and across the country from predatory and deceptive business practices. A decision and order, issued yesterday afternoon, granted a petition filed by Attorney General James last November, which sought to — among other things — permanently block NLS Equipment Finance LLC; Leasing Expenses Company, LLC; and a number of related entities and individuals from engaging in fraudulent practices and enforcing fraudulent equipment leases that were rescinded pursuant to a June 2020 court order in an earlier proceeding brought by the Office of the Attorney General (OAG). Since 1991, and until its fraudulent scheme was halted by the OAG’s earlier proceeding, Northern Leasing deceptively and illegally induced small businesses into abusive and overpriced financing leases for inexpensive credit card processing equipment.

“This decision demonstrates that efforts to evade the rule of law will not be tolerated and that we will continue to hold fraudulent businesses’ feet to the fire, even after a victory,” said Attorney General James. “Despite being ordered to shut down last year, Northern Leasing and the individuals behind it attempted to continue their fraudulent practices, but this order sends a clear message that creating new corporate entities to continue deceptive and illegal practices that have been outlawed will never be an acceptable practice. Much-needed money will now be put back into the pockets of struggling small business owners around the country, many of which continue to suffer from the impacts of the COVID-19 public health crisis.”

In the earlier proceeding, the OAG alleged that Northern Leasing Systems, Inc. (Northern Leasing), its affiliated companies, and its principal, Jay Cohen, engaged in fraudulent conduct by targeting small, family-owned businesses — such as flower shops, hair salons, automotive repair shops, bodegas, delis, restaurants, and bars — and trapped them into overpriced, never-ending lease agreements for credit card processing equipment. The lawsuit further alleged that Northern Leasing abused the judicial process by suing to collect on these leases in New York City Civil Court. Deputy Chief Administrative Judge George J. Silver — as a co-petitioner in the proceeding — sought to vacate default judgments obtained by fraud, deception, or other improper means.

The June 2020 New York County State Supreme Court ruling found that the OAG proved that Northern Leasing engaged in fraudulent and illegal conduct, including finding that Northern Leasing’s method of procuring its lease agreements was deceptive and “created an enterprise conducive to fraud.” The court granted sweeping relief, including the rescission of hundreds of thousands of leases and restitution to defrauded merchants. Additionally, the court ordered a permanent injunction against Northern Leasing and the other entities from conducting the business of equipment finance leasing or the collection of debts under equipment finance leases, and blocked them all from purchasing, financing, transferring, servicing, or enforcing of equipment finance leases. That decision was recently affirmed by the New York State Appellate Division of the Supreme Court, First Department.

In November 2020, the OAG brought forward another, separate proceeding after discovering that Northern Leasing’s owners and officers had created two new entities — NLS Equipment Finance and Leasing Expenses Company — to continue defrauding small businesses using the same scheme barred by the court in the prior litigation, as well as to continue collecting on leases rescinded by the June 2020 court order.

The companies found liable by this ruling — also issued by the New York County State Supreme Court — were operated by former Northern Leasing Chief Financial Officer Ariel Schachter and former Northern Leasing officer Sara Krieger, and were owned by trusts that benefited the families of Northern Leasing’s owners, Jay Cohen and Leonard Mezei. The court found that these companies had “risen on [Northern Leasing's] ashes” in an earlier December ruling that granted a temporary restraining order barring them from collecting on any equipment leases.

In yesterday's decision and order, the court found that the different entities’ efforts to differentiate their business operations from those of Northern Leasing Systems did not “negate their liability” and — if allowed to prevail — “would all but obliterate the spirit and purpose” of the June order granted by Justice Lucy Billings. The court ordered Northern Leasing and the other entities to disgorge any funds acquired as a result of their fraudulent practices and to make restitution to victims of their scheme.

The parties named in this proceeding include Leasing Expenses Company LLC; NLS Equipment Finance LLC; Leonard Mezei; Ariel Schacter; Sara Krieger; Jay Cohen; a Jay Cohen Family Trust; Fieldston Capital LLC; and JS Ventures Holding LLC.

This matter was handled by Assistant Attorney General Mark Ladov and Special Counsel Mary Alestra, under the supervision of Deputy Bureau Chief Laura J. Levine and Bureau Chief Jane M. Azia — all of the Consumer Frauds and Protection Bureau. The Consumer Frauds and Protection Bureau is a part of the Division for Economic Justice, which is overseen by Chief Deputy Attorney General Chris D’Angelo and First Deputy Attorney General Jennifer Levy.

Westchester Insider: Westchester County Legislator Nancy Barr 6th District: Attention All Mountain Bikers – Construction Underway at Graham Hills Park.

Dear Friends, Neighbors, and Avid Mountain Bikers,

Westchester County’s Graham Hills Park has long been a favorite destination for mountain bikers, and I’m pleased that this spring mountain bikers will have three new trails to practice their skills on at Graham Hills Park in Westchester County.

Since the discovery of an unauthorized trail last April, the County has worked with the Graham Hills Skill Park Committee to develop and construct a course that is safe yet challenging.

The unauthorized trail featured constructed jumps next to deep holes in an environmentally sensitive area of the park. Additionally, it encouraged young riders to cross the Saw Mill River Parkway in order to gain access.

The Westchester County Department of Parks, Recreation and Conservation identified a more suitable location for the trails next to the existing trail and parking lot entrance. County Parks then worked with Jim Dellavalle Designs and the Graham Hills Skills Park Committee to design new trails using proper techniques.

To date volunteers from the Westchester Parks Foundation have placed more than half of the construction materials which were donated by Thalle Industries, R. Pugni and Sons, Ad Tec and Mandy Santucci.

Construction is currently halted due to snow, but will resume when the snow melts and the site is clear. The new trails are still on track to open spring 2021.

Sincerely,

Nancy E. Barr

Greenburgh Insider: Town of Greenburgh Report: Ardsley HS sister/brother team helping struggling businesses.

Isabelle and Max Kellezi's creative talents and knowledge of social media having a positive impact

A BROTHER AND SISTER TEAM HELPING LOCAL BUSINESSES -THANKS TO THEIR CREATIVITY AND KNOWLEDGE OF SOCIAL MEDIA.

https://www.youtube.com/watch?v=k58F-Hq7t1U&feature=youtu.be---presentation to Town Board

On January 21, 2021, Ardsley HS students Isabelle and Max Kellezi launched a student-run volunteer website to assist local small businesses with their online presence and to engage the community and strengthen our bond in a socially distanced post-pandemic environment.  In a Zoom meeting with the Village of Ardsley’s Board of Trustees members and the Ardsley Multicultural, Diversity and Inclusion Committee,  they discussed their organization:  Locally Stronger- a unique interactive strategy to utilize social media tools to help businesses. Isabelle and Max spoke to the Greenburgh Town Board on Wednesday evening.

They came up with a creative initiative trying to engage the community. This experience is the first of its kind in their village. They developed an Instagram campaign coined “Traveling Dragon,” posting clues about the host business where the dragon might be each day for people to discern and follow along. Once community members find the dragon, they can take selfies and post with the hashtags #ardsleyyearoftheox and #yearoftheox. As the dragon travels from business to business, they post information about the hosting business and traditional rituals of celebrating the Lunar New Year.

They created a video to reach their 385 followers to describe the event and how to  participate, which has already received 552 views by the second day of this week-long event. They secured twelve local businesses to host one of two dragons every day for seven days. Thirty-five students volunteered to offer assistance with designing the clues, so they have assigned three student volunteers to each business.  They enlisted some of their Locally Stronger clients to host a dragon and then strategically reached out to Asian-owned businesses who would be personally celebrating the holiday. Locally Stronger  has coordinated for the elementary school children to create two five-foot-long dragons out of decorated paper plates, deepening our values of full-community engagement.

Isabelle and Max will be involved with the Zuckerberg/Greenburgh post pandemic initiative-- working with other students to come up with  creative ideas that can help struggling businesses.  If you watch the presentation Isabelle and Max gave to the Town Board I'm sure you'll agree that both have very bright futures.  They are already making a positive impact in our community!
