Yonkers Insider/Westchester Insider: WESTCHESTER COUNTY BOARD OF LEGISLATORS PASSES FIRST SET OF LEGISLATION FOR 2024.

WESTCHESTER COUNTY BOARD OF LEGISLATORS PASSES FIRST SET OF LEGISLATION FOR 2024.

Acquiring Property for Affordable Housing Construction is Focus.

White Plains, NY — At their first Board meeting since the reorganization, the Board of Legislators voted (unanimously) to pass Land Acquisition Acts to authorize the purchase and subsequent conveyance of property to support the construction of affordable senior rental housing units. This initiative is part of the County's program to support the construction of affordable housing units that affirmatively further fair housing (Affordable AFFH Units) throughout Westchester.

Board Chair Vedat Gashi (D- Ossining, New Castle, Somers, Yorktown) said, "Words are powerful when actions follow. It’s appropriate that these are the first items we take up in our first legislative session. These actions today reflect the concrete steps that the BOL is taking to provide more affordable housing in Westchester. Residents in Westchester – seniors in particular – are suffering because of a lack of affordable housing. This is a step to bring relief to our seniors. I want to thank our partners on the state level, municipalities, my fellow Legislators and County Executive George Latimer. We will do whatever we can to help seniors and all residents of Westchester County.”

Legislator Shanae Williams (D – Yonkers) said, "As Housing & Planning Chair and former Council Member, I am familiar with this project, and I am thrilled when County and City converge to meet the needs of our residents. Many seniors live on a fixed income, and it's crucial for them to have the option to reside in safe and affordable housing. The approval of these rental units is a significant victory not just for the elderly population but for the community as a whole.”

Legislator Emiljana Ulaj (D - Briarcliff Manor, Cortlandt, Croton, Ossining, Peekskill, Buchanan) said, “I’m thrilled for one of my first acts as a County Legislator to be voting on the necessary steps for the County to support affordable housing projects for seniors in my district. Many of our seniors have spent decades in our local communities—they need affordable options to continue to live in the communities they love. I commend the Village of Ossining for being a strong partner in this effort, my colleagues at the Board of Legislators, and County Executive George Latimer for his dedication to addressing the County’s most critical needs.”

The two affordable properties will help ease the housing shortage for senior citizens in Westchester, where seniors living on fixed incomes struggle to afford rising housing costs. The Yonkers property will offer 94 affordable housing units and 49 parking spaces to seniors earning at or below 30% and up to 80% of the Westchester County area median income. The Ossining property will offer 74 affordable units and 79 parking spaces for senior residents earning at or below 40% and up to 60% of the Westchester County area median income. Both properties will be marketed and leased to eligible residents aged 62 years and over.

Yonkers Insider/Westchester Insider: WCPD Officer Revives Infant Who Was Non Responsive, Not Breathing.

COUNTY POLICE OFFICER REVIVES INFANT WHO WAS NON-RESPONSIVE, NOT BREATHING.

(Mount Kisco, NY) -- A Westchester County police officer revived a baby who had stopped breathing yesterday when he performed CPR and provided other lifesaving care until the infant began breathing on her own again.

The incident unfolded about 1:50 a.m. Thursday when County Police received a 911 call reporting that a 1-year-old was non-responsive and not breathing at a residence in Mount Kisco. Upon arrival, PO Stephen Samuel took the infant from frantic relatives and began CPR. In addition, he turned the baby over and administered several back blows to discharge anything that might be blocking her airway.

The child remained unresponsive and he continued his efforts. A short time later, PO Samuel observed the child take a breath and then heard her let out a faint cry. He continued to hold her face down in a recovery position while a second officer, PO Emanuel Anjo checked her mouth for any obstructions. PO Anjo was able to remove excess mucus from the child’s mouth to improve her breathing.

A Westchester EMS paramedic and members of the Mount Kisco Volunteer Ambulance Corps arrived on scene to take over care and transport the child to Northern Westchester Hospital Center.

About 4:30 a.m. the same morning, the officers stopped by the hospital, spoke with family members and medical staff, and learned that the little girl was doing well and would be discharged later in the day.

“When every second counted, it is gratifying to know that this child and her family could count on the Westchester County Police,” Commissioner Terrance Raynor said. “Our officers are trained to provide emergency aid, and this is the outcome we always hope to see. I commend these two officers for the skillful and decisive actions they took to save this child’s life.”

The name and location of the family is being withheld to respect the victims privacy.

It is an incredible privilege to have the unwavering support of the Mayor of my hometown, and it is humbling that she continues to place her trust in me.

William Wagstaff Democrat for Westchester County District Attorney.

Yonkers Insider/Westchester Insider/Peekskill Insider: News from Westchester County.

RABIES ALERT: RABID FOX KILLED IN PEEKSKILL.

(White Plains, NY) – The Westchester County Department of Health is issuing an alert to the community after a fox that bit two residents in Peekskill last Saturday, now tested positive for rabies. Both residents, who were together during the incident, are currently receiving preventive treatment for rabies.

The Westchester County Health Department is reminding residents that unusual behavior in an animal may be the first sign of rabies. A rabid animal may become either abnormally aggressive or unusually tame. It may lose fear of people, become excited, irritable, or appear particularly passive and lethargic. Staggering and frothing at the mouth are sometimes noted.

Health Commissioner Sherlita Amler, MD, said: “If you see an animal that is acting aggressively, stay away from it and contact local police immediately. And if you are bitten or scratched, call the Health Department right away.”

Residents should never approach or have contact with a stray or wild animal. Residents who see a stray or wild animal acting strangely should alert local authorities to avoid possible exposure to rabies. Residents are also advised to keep their trashcan lids securely sealed, remove wild bird feeders, and avoid leaving pet food outdoors.

Any physical contact with a wild or unfamiliar animal should be reported to a health care provider. All animal bites or contacts with animals suspected of having rabies must be reported to the Westchester County Department of Health at (914) 813-5000, 24 hours a day.

Keeping pet rabies vaccinations up to date is also important for protection against rabies. New York State law requires dogs, cats and ferrets to be vaccinated against rabies and receive regular booster shots. For more information, go to www.westchestergov.com/health or call the RABIES INFOLINE at (914) 813-5010.
