WESTCHESTER COUNTY BOARD OF LEGISLATORS RENEWS CITIZENS’ BUDGET ADVISORY COMMITTEE FOR 2024-2025 LEGISLATIVE TERM.

 

White Plains, NY — At Monday’s Budget and Appropriations Committee meeting, eight members of the Citizen’s Budget Advisory Committee (CBAC) were re-appointed: John McGarr, L. William Kay III, Rodman Reef, Julie Stern, Judith Stern Rosen, Diana Quast, Beth Smayda and Jonathan Mark. E. Annette Nash Govan was the new appointment to the committee for the 2024-2025 term.

 

Legislator and Budget & Appropriations Chair Jewel Williams Johnson (D- Elmsford, Greenburgh, Tarrytown, White Plains) said, “All individuals are overly qualified and represent a range of financial and accounting backgrounds. It was happenstance that I learned of Ms. Nash Govan’s experience in multiple CFO positions. I was impressed by her recommendations for the Westchester Black Women’s Political Caucus, and I suggested we meet and that she consider the CBAC. To my delight, she did. We look forward to her contributions and those of all of our extremely capable members.”

 

The Citizens' Budget Advisory Committee was renewed at the March 4, 2024, regular meeting of the Board of Legislators. According to the 1998 Resolution, the committee's mission was to obtain input from individuals who are representative of the public and those who have a background in finance and/or budgeting to provide assistance to the Board’s Budget and Appropriations Committee.

 

The Committee is tasked with reviewing the proposed Capital and Operating Budgets by the County Executive and make written recommendations no later than five (5) days before the date specified for the deadline for additions to the Budget (the first Monday in December) to the Committee on Budget and Appropriations. These recommendations should include a review of the proposed tax rate and a recommendation as to the level of proposed expenditures necessary to provide for an appropriate level of County government and its programs and services.

 

The Committee can also include in its recommendations other matters of concern that the Committee deems warranted. The Committee shall review all items referred to the Citizens' Budget Advisory Committee by the Committee on Budget and Appropriations during their term of office. These items would include monthly cash projections, quarterly projections of the Budget Department, and A & C Agendas.

Yonkers Insider: This week Yonkers Mayor Mike Spano presents his Annual State of the City address and also Westchester County Executive George Latimer presents his Annual State of the County address this coming week as well.

This coming week will be the week that Yonkers Mayor Mike Spano will present his Annual State of the City on Wednesday Evening to the City of Yonkers residents. 

Then on Thursday Evening it will be the turn of Westchester County Executive George Latimer to present his Annual State of the County to the residents of Westchester County. 

The State of the County and the State of the City are seen as report cards as to where we are as a City and as a County. 

Also where we are going in the future in Yonkers and Westchester County as well. 

It will be interesting to see what comes out of these speeches from Yonkers Mayor Mike Spano and Westchester County Executive George Latimer.

Over the years, since ChaunceySquare first opened up, I have observed a number of near misses --pedestrians crossing the Saw Mill River Parkway to get to the shopping center and movie theater. Cars frequently speed on the parkway or try to go through red lights. There is no bus stop inside the shopping center. Employees without cars who work at the complex and students who don't have cars have to walk across the busy Saw Mill River Parkway to get to their destination. On March 4th a 16 year old was seriously injured. Some residents of the community asked me to help them lobby for crosswalk safety improvements. An online petition was started. It would be greatly appreciated if you would sign the petition below calling for crosswalk safety improvements and a thorough safety assessment of Exit 16. I have tried for years to get a bus stop inside the complex—have been advised that it can't be done.

A Tragedy Strikes Our Community:

At around 7:45 pm on Monday March 4, A 16-year-old boy was seriously injured when he was struck by a car while crossing the Saw Mill River Parkway at the Lawrence Street intersection in Dobbs Ferry (Exit 16). This heartbreaking incident highlights the urgent need for improved pedestrian safety at this location.

While it's heartening that the community has rallied around the young man and his family during this challenging period, to avert future tragedy, it's crucial that we take immediate steps to enhance pedestrian safety at this location and prevent future tragedies.

This unsafe crossing is frequently used by employees who work at the many services that Chauncey Square provides. They are just trying to get safely to their jobs, and we should provide them with a safe passage across the Parkway. In addition, local teens walk from Hastings on Hudson to Chauncey Square along the South County trailway, and hikers and bikers cross here to access Chauncey while using the trail. There is the perception or expectation - in particular among teens - that cars will observe the rules of the road and yield to pedestrians. For now, any step we can take to alert drivers to the pedestrian crossing could avoid another tragic accident and make the crossing safer. 

We, the undersigned, a group of concerned residents and daily commuters using the SMRP, urge local authorities to prioritize pedestrian safety at Exit 16 by implementing the following solutions:

• Enhancing Pedestrian Crossing Signage: Install clear, bright yellow pedestrian crossing signs with activation lights directly at the crosswalk for better driver visibility.

• Adding Upstream Warning Signs: Place warning signs along both directions of the Parkway alerting drivers to a pedestrian crossing ahead, especially near the exit.

• Enforcing Traffic Laws: Increase police presence or utilize technological solutions like traffic cameras to deter speeding and ensure driver compliance with crosswalk laws.

• Constructing a pedestrian bridge: This long-term solution would provide a safe and convenient way for pedestrians to cross the parkway.

We urge Leadership from Town of Greenburgh and NYSDOT to conduct a thorough safety assessment of Exit 16 and implement the proposed solutions outlined in this petition.

Assemblywoman Shimsky defeated Abinanti in a Democratic Party Primary two years ago to win the 92nd State Assembly Seat. 

Shimsky was a long time Westchester County Legislator before she became an Assemblywoman and defeated Abinanti in the primary two years ago.

Assemblywoman Shimsky is seeking her second term in the NYS Assembly in this year's election season.

Abinanti had been an Assemblyman for some time before that he served as a Westchester County Legislator on the Westchester County Board of Legislators.

Yonkers Insider: Community Events Calendar: PRESS RELEASE - 2024 Yonkers St. Patrick's Day Parade.

The Yonkers St. Patrick’s Day Parade is excited to return to McLean Avenue for its 67th edition on March 23, 2024, at 1 PM. In recent years, the parade has emerged as the largest outside of New York City, arguably surpassing Pearl River, according to estimates on attendance by Yonkers PD. It was estimated that over 42,000 attended the 2023 edition, which was the largest yet, and a display of continuing growth since the parade resumed after the cancellations during the COVID-19 pandemic. This year, the Grand Marshal is Moira Kiernan, a lifelong Yonkers resident, and a staple in the Yonkers community. Kiernan is the chair of the Yonkers Chamber of Commerce, and a Vice President of Orange Bank & Trust. The aides to the Grand Marshal are Martin Bellew, Andrew Hayden, Marge Delaney, Andrew McLaughlin, Dawn Doherty, Jennifer Keating McSpedon, Ailish Doran, and Kiera O’Connor.

The day of festivities begins with a mass at St. Barnabas High School Chapel, located at the intersection of McLean and Hyatt Avenue, starting at 11:15 AM. The parade will then begin at 1 PM, stretching on McLean Avenue from Vireo to Coyne Park. It is expected that up to 100 groups, if not more, will be participating in this year’s parade, another record to celebrate. The Yonkers Police Department will be protecting everyone on the parade route, and the bars and restaurants are expected to be filled to capacity as they have every year since the parade moved to McLean Avenue over a decade ago. Attendees are advised to park in the lower lot of Empire City – Yonkers Raceway, as free shuttle services will be provided between the Raceway and Kimball Avenue near McLean. Attendees are asked to respect the neighborhood, and park in the raceway lots and not in front of residents’ homes. Illegally parked vehicles will be towed at the owner’s expense. Those who cannot make the parade will be able to view the parade via livestream, provided by New Logical, on YouTube, Facebook, Instagram, Twitter, and Twitch.

The City of Yonkers and Mayor Mike Spano kicked off the beginning of the parade celebrations and Irish American Heritage Month with the Flag Raising at City Hall on March 5th. The parade board, grand marshal, and aides celebrated the occasion with the Mayor and the City Council with a ceremony and a reception in the Mayor’s Reception Hall, with food and Irish coffee provided by The Heritage Bar & Restaurant and Rory Dolan’s. The committee will also hold a dinner dance at Castle Royale on Nepperhan Avenue on March 9th at 7 PM. During the week leading up to the parade, on Wednesday, March 20th at 10 a.m (weather permitting), the committee and the City of Yonkers will do the ceremonial line painting near the Aisling Center, at 990 McLean Avenue.

The parade committee is chaired by Jim Landy, while the parade itself is co-chaired by Deirdre O’Mara and Ursula McIntyre. WESTCHESTER COUNTY BOARD OF LEGISLATORS CELEBRATES IRISH-AMERICAN HERITAGE MONTH.

Honors Yonkers Civic Leader and Renowned Irish Journalist.

 

White Plains, NY — On Monday, the Westchester County Board of Legislators held their annual Irish-American Heritage Month celebration, with an in-person ceremony presenting proclamations to the two honorees, Inspector General Liam McLaughlin and Irish Echo Editor-in-Chief, Ray O’Hanlon.

 

Board Chair Vedat Gashi (D - Ossining, New Castle, Somers, Yorktown) convened the ceremony, welcoming guests both virtually and in-person. He said, “As always, tonight is a wonderful opportunity to acknowledge the significant contributions of our many outstanding Irish-American constituents, and to recognize how these individuals have enriched the culture of Westchester County.”

 

“Tonight, we have the pleasure of honoring two Irish-Americans – Yonkers Inspector General Liam McLaughlin, born and raised in that great city, who has made positive impacts on his community through his various governmental roles. The other is Dublin native Roy O’Hanlon, Editor of the Irish Echo, who came to this country on a journalistic mission to expand Ireland’s voice throughout the world.”

 

Minority Whip James Nolan (R – Bronxville, Yonkers) presented the first proclamation to Mr. McLaughlin saying, “As an Irishman myself, I can tell you that Liam truly emulates the tenacity of the Irish spirit. As the highest elected official of Irish heritage in the last 30 years in the City of Yonkers, Liam has always been a leader and a fighter. In 2020, Liam was appointed to serve as Yonkers Inspector General, the watchdog for the people of Yonkers, after serving 14 years on the Yonkers City Council.”

 

“Liam exemplifies the Irish Spirt with his willingness to fight the good fight. The Irish Spirt is to have poetry in your heart while facing adversity and never backing down from a battle for what is right, even against all odds. The Irish Spirt is to love the underdog, because the Irish have been underestimated and persecuted throughout our history. It is an incredible honor to honor the fighting Irishman from Yonkers, Liam McLaughlin, for this year’s Irish-American Heritage Month.”

 

Mr. McLaughlin expressed his gratitude for the honor saying, “I would like to thank the County Board of Legislators and particularly Legislator Nolan for this wonderful honor. My Irish heritage is very important to me and therefore receiving this recognition is truly very special. Most of us revel in the ethnic diversity that is Westchester County. Being proud of our own heritage while at the same time celebrating the different backgrounds of our friends and neighbors is a part of what makes Westchester so warm and inviting. As we approach St. Patrick’s Day, I welcome everyone to enjoy the food, drink, singing and laughter that is a major part of our Irish heritage.”

 

The Board declared March 8, 2024 “Liam McLaughlin Day” in Westchester County.

 

Legislator David Tubiolo (D – Yonkers, Mount Vernon) presented the second proclamation to Ray O’Hanlon, saying “Representing the vibrant community of McLean Avenue with our beloved Irish and Irish-Americans is a distinct privilege. Ray O’Hanlon has been the voice for the Irish community for 45 years. He is a source of information of interest to the Irish community here and around the world on historical and educational topics, current events, and so much more. To honor him is to honor someone who epitomizes the Irish-American experience of valuing education, ambition, family values and hard work.”

 

Mr. O’Hanlon graciously accepted the honor saying, “I am humbled and proud to be honored by Westchester County legislators in the month of March, Irish Heritage Month. My wife, Lisa, and I have lived in the County for over thirty years. We raised our three children in Ossining, on the banks of the majestic Hudson River. In accepting this honor, I do so on behalf of all who work at the Irish Echo, and all who have guided the paper down the years since it was founded in New York City in 1928. Through all those years, the Irish Echo has relied on a solid core of readers in Westchester County. The ‘Irishness’ of Westchester is made evident by the number of St. Patrick's Day parades in county towns and villages throughout March. Those parades are an Irish welcome mat for all residents of the County, and in their collective spirit I wish all my fellow ‘Westchesterites’ a Happy and Joyful St. Patrick's Day.”

MAYOR SPANO HEADS TO ALBANY TO ADVOCATE FOR MORE STATE FUNDING FOR THE CITY OF YONKERS.

 

YONKERS, NY – March 4, 2024 – Yonkers Mayor Mike Spano announced today he will take several trips to Albany this month to advocate for more state funding. This week, the Mayor will meet with state representatives to lobby for more money to be earmarked for Yonkers Public Schools.

 

“We’ve come to the limit of what our City and our residents can afford,” said Mayor Spano. “Now, we are faced with a situation where the money is running out. I don’t want our taxpayers to shoulder the entire burden for this. We are respectfully requesting New York State help fill the void left behind by the elimination of aid from the American Rescue Plan Act (ARPA). Local government cannot fill these inadequacies, and as a result, we will have many difficult decisions to make.”

 

Mayor Spano says the City of Yonkers’ growing population over the last 10 years has meant the need for more equitable and inclusive funding to support new families. He says jobs were put in place to navigate student learning during the COVID-19 pandemic and as a result, there has been a staggering increase in services including mental health and transportation. Mayor Spano also says there has been a 14% increase in special education enrollment over the last two years. However, much of that federal funding to support these services has dried up and the State could help supplement it.

 

Mayor Spano is encouraging parents, teachers, PTA members, and Labor Unions to focus their attention on rallying for the necessary funding.

 

“I know together we are Yonkers Strong,” said Mayor Spano. “The clock is ticking. Yonkers isn’t alone here, all Big 5 Cities are feeling the pinch, especially in urban centers. Let us all rally behind our State Representatives to get Yonkers the support it needs.”

 

The New York State budget must be approved by April 1. Mayor Spano will present his Executive Budget to the Yonkers City Council by April 15.
