The Yonkers City Council held several meetings this week, including a Real Estate Committee Meeting and a City Council Stated Meeting, which were both held on Tuesday, February 9, 2021, and a Legislation & Codes Committee Meeting which was held today, February 10, 2021. All items on the agendas appear below, as well as the decisions taken by the City Council.
City Council Stated Business (2/9/2021):
Old Business:
1. Local Law - Authorizing the discontinuance and conveyance of a portion of Bronxville Road to Kevin and Joan Donohue.
(Decision will be held over for one more meeting).
2. Resolution - to issue a determination of significance pursuant to SEQRA relating to the proposed conveyance of portion of discontinued right-of-way of Bronxville Road (Decision will be held over for one more meeting).
New Business:
3. Special Ordinance - Authorizing an encroachment in the right-of-way on Bennett Avenue (Adopted 7-0).
4. Resolution - Settlement of City of Yonkers vs. Verizon to allow the City of Yonkers to receive settlement on two customer accounts - $623,384.27 (Adopted 7-0).
5. Resolution - Authorizing the State of NY to make improvements to Murray Avenue over the Cross County Parkway Deck (Adopted 7-0).
6. Resolution - Advice and consent to the appointment of Barbara O'Connell to the Landmarks Preservation Board (Adopted 7-0).
7. Resolution - Advice and consent to the appointment of Mark Silberblatt to the Landmarks Preservation Board (Adopted 7-0).
8. Resolution - Advice and consent to the appointment of William Celestino to the Landmarks Preservation Board (Adopted 7-0).
9. Resolution - Advice and Consent to the Appointment of Ralph Battista to the Zoning Board of Appeals (Adopted 7-0).
10. Resolution - Advice and Consent to the Appointment of Edward Murray to the Planning board (Adopted 7-0).
11. Resolution - City of Yonkers to create a framework or program to allow personal protective equipment (PPE) to be donated (Moved to Rules Committee for rewording, with the intent of reintroducing it at the next City Council Meeting).
12. Resolution - Proclaiming and recognizing February 4, 2021 as "World Cancer Day" throughout the City of Yonkers (Adopted 7-0).
13. Resolution - Recognizing the significance of Black History Month and commemorate February 2021 as the celebration of Black History Month in the City of Yonkers (Adopted 7-0).
14. Resolution - Declaring January 21 to February 27 as "Dominican Heritage Month in the City of Yonkers (Adopted 7-0).
15. Resolution - Opposition to NYS Assembly Bill A.2491 that seeks to terminate the longstanding tradition of the Columbus Day Holiday as recognition of the contribution of Italian-Americans and their heritage in America and in the City of Yonkers (Moved back to Rules Committee for rewording).
16. Resolution - Commissioner of Deeds (Amended and adopted 7-0).
17.(From last week's Environmental Committee meeting) - General Ordinance - amending various sections of the Zoning Code of the City of Yonkers in regard to the Use Regulations for Solar Energy Collectors (Neutral Fiscal Impact). (Adopted 7-0).
Real Estate Committee Meeting (2/9/2021):
1. A General Ordinance amending Article XV of Chapter 43 of the Code of the City of Yonkers entitled “Affordable Housing” (Presentation made by HR&A consultants. Kept in Committee).
2. DGEIS for Ludlow (Update from the Planning Department on the Ludlow Draft Generic Environmental Impact Study, which will soon be made public for comment)
Legislation and Codes Committee Meeting (2/10/2021):
1. A Resolution by the City Council of Yonkers proclaiming that the City of Yonkers shall form a Blue-Ribbon Commission to study and analyze the City of Yonkers (Kept in Committee. Commissioner Pici to share information with Council Members, after which item will be discussed again at a future Legislation and Codes Committee meeting)
2. A Local Law creating a new Chapter 38 of the Code of Yonkers entitled "third party delivery services" (Moved to Rules Committee meeting of February 16, 2021)
3. A General Ordinance amending article iii Chapter 56 of Part III of the Code of the City of Yonkers entitled "building permits" (Kept in Committee pending changes in wording; to be discussed at a future Legislation and Codes Committee meeting)
4. A General Ordinance amending Part VII of the Code of the City of Yonkers by adding a new Chapter 88 entitled "tenant-landlord relations council" (Moved to Rules Committee meeting of February 16, 2021)
5. Resolution by the City Council of Yonkers calling on the City of Yonkers to encourage the participation of certified service-disabled veteran-owned businesses in city contracts. (Moved to Rules Committee meeting of February 16, 2021)
