White Plains, NY — Majority Leader José Alvarado and Legislator David Tubiolo proudly recognized two exceptional individuals from their districts for their exemplary contributions to the community. David Toledo and Joanna Jimenez have demonstrated unwavering commitment and dedication to serving others, making a significant impact on the lives of countless individuals and families.
Legislator José Alvarado (D – Yonkers) said, "I am delighted to be able to present these much-deserved awards to Ms. Jimenez and Mr. Toledo for their outstanding contributions to the residents of Westchester County and the City of Yonkers."

David Toledo, currently serving as the Director of Operations in the Commissioner's Office of the Westchester County Department of Social Services, has been a steadfast advocate for social welfare for over eighteen years. With two Bachelor of Arts Degrees in Psychology and Theology, as well as two Associates Degrees in Computer Science and Christian Apologetics, David possesses a diverse educational background that informs his holistic approach to community service.
David's journey began as a Social Worker for the Children's Aide Society, where he supported vulnerable children and families in need. He later joined the New York City Housing Authority in the Homeless Division, where he worked tirelessly to assist homeless families. Recognizing the importance of a comprehensive approach to social services, David eventually found his place at the Westchester County Department of Social Services.
Starting as an Eligibility Examiner, David quickly rose through the ranks, attaining the position of Program Administrator for Homeless Services. His dedication to providing shelter and permanent housing for transients and his involvement with various community organizations and agencies has been instrumental in improving the lives of countless individuals and families. David's personal motto, "Never walk in someone's path; walk in your own path; and leave a trail for others to follow," exemplifies his commitment to inspiring positive change.
Joanna Jimenez, an inspiring leader and lifelong learner, has made a lasting impact in both local and global communities. With over ten years of experience in leadership roles, Joanna has served organizations of all sizes, from local community-based organizations to prominent agents of change. As the Chief Client Experience Officer at the STEM Alliance, Joanna continues to lead with passion and dedication.
Joanna's exceptional career includes serving as the Deputy Director of the Center for Justice Innovation, where she oversaw the Harlem location of the organization, part of a multimillion-dollar enterprise. She also played a pivotal role in revitalizing the Yonkers Youth Bureau after a three-decade hiatus, creating a dedicated governmental arm for youth development in the city.
During the pandemic, Joanna's commitment to community service shone brightly. She personally delivered food to seniors, coordinated medical support, and provided wellness check-ins for shut-in seniors. She even volunteered for Meals on Wheels when they faced workforce shortages due to shutdown restrictions. Joanna's resilience and adaptability were evident when she purchased supplies to create "Sidewalk STEM School" to support young learners who missed valuable classroom time.
Joanna's educational accomplishments include a master's degree in Childhood Education from Lehman College and a bachelor's degree in Business Management from Monroe College. She actively contributes to her community as a board member of the Yonkers Youth Bureau, board treasurer for WWR, a Yonkers nonprofit that provides free educational and recreational opportunities, and as an active PTA member for Yonkers public schools. Joanna's involvement as a national ambassador for the Children's Miracle Network further demonstrates her commitment to supporting children's hospitals and the well-being of young people.
Both David Toledo and Joanna Jimenez embody the spirit of selflessness, compassion, and resilience, making them deserving recipients of this recognition.
