1.    A RESOLUTION OF THE CITY COUNCIL OF YONKERS CALLING ON MAYOR MICHAEL SPANO AND HIS ADMINISTRATION TO REVIEW AND CONSIDER INCREASING PAID FAMILY LEAVE FOR CITY EMPLOYEES

 

Budget Legislation

 

1.     Local Law – amending Section 15-141 of the Code of the City of Yonkers in relation to extending the City of Yonkers Mortgage Recording Tax. (Positive Fiscal Impact.)

 

2.     Local Law – amending Parts of Article IV of Chapter 15 of the Code of the City of Yonkers entitled “Sales and Use Tax” to conform to the 2023 Amendments of the New York State Tax Law. (Positive Fiscal Impact.)

 

3.     Local Law – amending Sections of Chapter 15 of the Code of the City of Yonkers entitled “Taxes” in relation to the Imposition of a City of Yonkers Income Tax Surcharge to conform to the 2023 Amendments of the New York State Tax Law. (Positive Fiscal Impact.)

 

4.     Local Law – amending Article IX of the Charter of the City of Yonkers in Relation to Sewer Rents. (Positive Fiscal Impact.)

 

5.     General Ordinance – amending Chapter 95 of the Code of the City of Yonkers in Relation to providing for an Increase in Water Rents. (Positive Fiscal Impact.)

 

6.     Special Ordinance – approving certain Justification Documents of the City Comptroller, which documents are attached herewith and made part hereof in relation to the adoption of the City’s 2023-24 Fiscal Year Budget. (No Fiscal Impact.)

 

7.     Special Ordinance – adopting the Tax Budget for the Fiscal Year commencing July 1, 2023 and terminating June 30, 2024. (Positive  Fiscal Impact.)

 

8.     Special Ordinance – confirming the Tax Roll of the Fiscal Year July 1, 2023 to June 30, 2024 and levying and addressing the taxes contained therein. (No Fiscal Impact.)

 

9.     Special Ordinance – adopting the Capital Budget for the Fiscal Year commencing July 1, 2023 and terminating June 30, 2024. (Negative Fiscal Impact.)

 

10.            Special Ordinance – adopting the Grant Budget for the Fiscal Year commencing July 1, 2023 and terminating June 30, 2024. (Positive Fiscal Impact.)

 

11.            Special Ordinance – Revenue Anticipation Note Ordinance delegating to the Commissioner of Finance and Management Services the power to authorize the issuance of $140,000,000 Revenue Anticipation Notes of the City of Yonkers, New York or so much thereof as may be necessary in anticipation of the receipt of certain revenues for the Fiscal year ending June 30, 2024, and to prescribe the terms, form and contents, and provide for the sale and credit enhancement of such notes. (Negative Fiscal Impact.)

 

12.            Special Ordinance – Tax Anticipation Note Ordinance delegating to the Commissioner of Finance and Management Services the power to authorize the issuance of $150,000,000 Tax Anticipation Notes of the City of Yonkers, New York or so much thereof as may be necessary in anticipation of the collection of taxes levied for the Fiscal Year commencing July 1, 2023 and to prescribe the terms, form and contents and provide for the sale and credit enhancement of such notes. (Negative Fiscal Impact.)

 

13.            Special Ordinance – Bond Ordinance of the City of Yonkers authorizing the payment of various Tax Certiorari judgments, compromised claims and settled claims approved by the City Council during Fiscal Year 2023-2024, stating the estimated maximum cost thereof is $15,000,000 appropriating said amount therefor and authorizing the issuance of bonds of said City in the principal amount of not to exceed $15,000,000 to finance said appropriation. (Negative Fiscal Impact.)

 

14.   Special Ordinance – adopting the Salary Schedule for the Fiscal Year commencing July 1, 2023 and terminating June 30, 2024. (Negative Fiscal Impact.)
