On Tuesday, April 18, 2023, the Yonkers City Council held a Rules Committee meeting. All items on the agenda appear below, as well as the decisions taken by the City Council in regard to these items.

Rules Committee Meeting Agenda Items for Consideration by Administration 1. Resolution – advice and consent to the reappointment of Hector Lopez to the Zoning Board of Appeals. (No Fiscal Impact) (All Councilmembers) (Moved to Stated City Council Meeting of April 25, 2023) 2. Resolution – advice and consent to the appointment of Robert Voorheis to the Landmarks Board. (No Fiscal Impact) (All Councilmembers) (Moved to Stated City Council Meeting of April 25, 2023) 3. Settlement Resolution – $ 45,000.00 – CHANTAL DAWKINS v. City of Yonkers – for personal injuries and other expenses arising out of an accident alleging that plaintiff was injured by a City of Yonkers DPW vehicle in the vicinity of Central Park Avenue and Roxbury Drive. Resolution – issuing a determination of significance pursuant to the New York State Environmental Quality Review Act relating to amending Chapter 43 of the Code of the City of Yonkers entitled “Zoning” with regard to Outdoor Dining. Resolution – accepting a grant from the United States Justice Department to participate in the 2022 Edward Byrne Memorial Justice Assistance Grant FY 2022 local solicitation and approving an Intermunicipal Agreement with Westchester County. Special Ordinance – authorizing acceptance of state grant funding from the NYS Department of Transportation in the amount of $900,000, and amending the City of Yonkers grant budget for fiscal year 2022/23. Special Ordinance – authorizing acceptance of New York State grant funding from the Empire State Development Regional Capital Grant in the amount of $1,200,000 and amending the City of Yonkers grant budget for fiscal year 2022/2023. Special Ordinance – authorizing acceptance of New York State grant funding from the Environmental Facilities Corporation in the amount of $1,000,000 and amending the City of Yonkers grant budget for fiscal year 2023/2024. General Ordinance amending Chapter 23 of the Code of the City of Yonkers entitled “Cabarets, Dance Halls and Sidewalk Cafes”, by changing the annual fee, all references to the Director of Licensing Services to the Planning Commissioner and clarifying certain provisions (Moved to Municipal Operations & Public Safety Committee for further discussion, which is scheduled for April 25, 2023, then may be added to the Stated City Council meeting agenda for the same date)   3. General Ordinance amending Chapter 65 of the Code of the City of Yonkers entitled “Animals and Dogs” in relation to the registration of animal abusers (Moved to Stated City Council Meeting of April 25, 2023)   4. General Ordinance amending Part VII: Nuisances, Public Welfare and Criminal by adding Chapter 88 to the Code of the City of Yonkers to be known as “Catalytic Converters: Recordkeeping for Purchase, Sale and Installation; Individuals in Possession” (Moved to Stated City Council Meeting of April 25, 2023)   New Business  5. Resolution of the City Council of Yonkers proclaiming and recognizing April 2023 as "Arab American Heritage Month" throughout the City of Yonkers. (Moved to Stated City Council Meeting of April 25, 2023)   6.
