Yesterday evening, September 20, 2022, the Yonkers City Council held a Rules Committee meeting. All items on the agenda appear below, as well as the decisions taken by the City Council in regard to these items.

Rules Committee Meeting Agenda Items for Consideration by Administration   1.    General Ordinance – amending Chapter 109 of the City Code of the City of Yonkers “Vehicles and Traffic” with regard to Commercial Vehicles. (Neutral Fiscal Impact.) (All Councilmembers.) (Moved to Municipal Operations & Public Safety Committee for further discussion)   2.    General Ordinance – amending Chapter 91 of the Code of the City of Yonkers also known as “Garbage and Refuse” in regards to Garbage Receptacles. (All Councilmembers.) (Moved to Municipal Operations & Public Safety Committee for further discussion) 3.    Special Ordinance – authorizing acceptance of State Grant Funding from the New York State Department of Environmental Conservation (DEC) in the amount of $262,000 and amending the City of Yonkers Grant Budget for Fiscal Year 2022/23. (All Councilmembers.) (Moved to Stated City Council meeting agenda for September 28, 2022) Items for Consideration by Council Members 1.Local Law amending Section 56-61 of Article VII of the Charter of the City of Yonkers in relation to notice to demolish and permit. (Moved to Municipal Operations & Public Safety Committee for further discussion)  2.Resolution to declare the City Council’s intention to seek lead agency under SEQRA for the petition of Uno, LLC for an amendment of the zoning map for the premises known as 21 Scarsdale Road and more particularly described as Section 4, Block 4544, Lot 1 to change the current “I” industrial zone classification to the “A” apartments and other uses zone classification to allow the construction of two residential apartment buildings with a total of 150 units and to refer the petition to the Westchester County and Yonkers Planning Boards pursuant to the general municipal law and the Yonkers City Code (Moved to Real Estate Committee for further discussion; thereafter item will be moved to the Stated City Council meeting agenda for September 28, 2022)   3.Resolution by the City Council of Yonkers declaring September 15th to October 15th Hispanic Heritage Month in the City of Yonkers (Moved to Stated City Council meeting agenda for September 28, 2022)   4.Resolution of the City of Yonkers calling on Mayor Spano to appoint Mary Hoar as the City of Yonkers historian (Moved to Stated City Council meeting agenda for September 28, 2022)   5.Resolution of the City Council of Yonkers to reappoint Manuel D Fernandes, Jr., Dominic Morelli and Jeni Wallace to the Yonkers Human Rights Commission. (Moved to Stated City Council meeting agenda for September 28, 2022)   6.Resolution adopting SEQRA findings of the Ludlow Community Plan - (Kept in Rules until plan is finalized) 7.General Ordinance in relation to a citywide temporary moratorium on the issuance of licenses for the retail sale of e-cigarettes and tetrahydrocannabinol based products, and on the approval of any business permitting vaping or use of tetrahydrocannabinol based products on its premises pending appropriate review (Moved to Municipal Operations & Public Safety Committee for further discussion) 8.Commissioner of Deeds (Moved to Stated City Council meeting agenda for September 28, 2022)  As a friendly reminder, although the City Council has resumed its in-person Stated meetings, some Committee meetings, including Rules, will be held virtually for the time being, unless otherwise noted.
