Yonkers Insider: Yonkers City Council Meetings- September 13, 2022 by Yonkers City Councilwoman Corazon Pineda Issac 2nd District.

 




Yesterday evening, September 13, 2022, the Yonkers City Council held a Budget Committee meeting and a Real Estate Committee meeting as well its first Stated City Council meeting of the new legislative session. All items on the agendas appear below, as well as the decisions taken by the City Council in regard to these items.

Budget & Finance Committee Meeting

1.Special Ordinance amending the City of Yonkers Capital Budget for Fiscal Year 2022/2023 by increasing the capital budget by $48,000. (Public Hearing scheduled for September 28, 2022 at 7pm)


Real Estate Committee Meeting

1.Resolution of the City Council of the City of Yonkers to declare intent to act as lead agency under SEQRA for the proposed amendment of Chapter 43 of the Code of the City of Yonkers, commonly known as the zoning ordinance of the City of Yonkers and the accompanying zoning map to reclassify and rezone the properties located at 312, 316 and 322 Warburton Avenue from the BR district (restricted businesses, residences excluded) to B district (neighborhood business and apartment houses, medium density) and all related actions. (Referred to City & County Planning)

2.Resolution – declaring the City Council’s intention to seek lead agency status for the purpose of SEQRA review for proposed construction of the Cacace Center parking garage on properties known as 100 South Broadway, 33 and 37 Guion street and 209 New Main Street. (Referred to County Planning)

3.Resolution – to approve an amendment to the Comprehensive Development Plan and Planned Urban Redevelopment Special Use Permit on properties known as 170-174,178,188 & 209 Warburton Avenue and 8 Willow Place (Cottage Gardens phase 6) (Moved to Rules Committee agenda for September 20, 2022)

4.Discussion on the Ludlow Finding Statement (Resolution to accept Ludlow Findings Statement will be added to Rules Committee agenda for September 20, 2022; Master Plan to be referred to Zoning & Planning)

5.Special Ordinance – authorizing the Summer Youth Employment Program (SYEP) grant from the Westchester County Youth Bureau in the amount of $16,954.00 and amending the COY grant budget for FY 2022/23 (Adopted 7-0)

6.Special Ordinance – authorizing acceptance of the United States Department of Justice (USDOJ) Byrne Justice Assistance Grant (JAG) 2021 grant program in the amount of $48,674 and amending the COY grant budget for FY 2022/23 (Adopted 7-0)

7.Resolution – approving an IMA by and between the COY and the County of Westchester to accept grant funding for the Youth Bureau (Adopted 7-0)

8.Resolution – accepting grant from the United States Justice Department to participate in the 2021 Edward Byrne Memorial Justice Assistance Grant and approving an IMA with Westchester County, Mount Vernon, and New Rochelle (Adopted 7-0)

9.Resolution – advice and consent to the appointment of Jason G. Baker as Deputy Commissioner for the DPW (Adopted 6-1 with Councilman Merante voting no)

10.Resolution – advice and consent to the appointment of James A. Gibbons as Deputy Commissioner for the Department of Housing and Buildings (Adopted 7-0)

11. Resolution – advice and consent to the appointment of Ted Von Hoene as Deputy Commissioner of Human Resources (Adopted 7-0)

12. Resolution – advice and consent to the appointment of Wilson Kimball as Chairman of the Zoning Board of Appeals (Adopted 6-0 with Council President Collins-Bellamy abstaining)

13. Resolution – to approve an amendment to the Comprehensive Development Plan and Planned Urban Redevelopment Special Use Permit on properties known as 170-174,178,188 & 209 Warburton Avenue and 8 Willow Place (Cottage Gardens phase 6) (Adopted 6-0 with Council President Collins-Bellamy abstaining)

14.Resolution – approving an IMA between the County of Westchester and the COY, the provision of a Youth Employment Program through the city’s Youth Bureau (Adopted 7-0)
