Yonkers Insider: Yonkers City Council Meeting - June 23, 2021 by Yonkers City Council Majority Leader Corazon Pineda Issac 2nd District.

 

The Yonkers City Council held a City Council Stated Meeting, today, June 23, 2021. All items on the agendas appear below, as well as the decisions taken by the City Council. In addition to the Council Meeting, three Public Hearings regarding: the Affordable Housing Ordinance, Zoning for 120 Odell Avenue, and Capital Budget. All items on the agenda appear below, as well as the decisions taken by the City Council.


City Council Stated Meeting

Items for Consideration by Administration

1. Local Law - Amending Article XVI of Chapter 15 of the Code of the City of Yonkers entitled "Room Occupancy Tax" to conform the 2021 amendments of the New York State Tax Law (Kept on Agenda).

2. Local Law - Amending sections of Chapter 15 of the Code of the City of Yonkers entitled "Taxes" to conform to the 2021 amendments of the New York State Tax Law (Kept on Agenda).

3. Local Law Creating a New Chapter 39 of the Code of the City of Yonkers Entitled "Hotel Licensing" (Adopted 6-1).

4. General Ordinance amending Article XV of Chapter 43 of the Code of the City of Yonkers entitled "Affordable Housing" (Adopted 5-2).

5. General Ordinance Amending General Ordinance No. 4 - 2000, also known as Chapter 43 of the Zoning Ordinance of the City of Yonkers, commonly known as the Zoning Ordinance of the City of Yonkers, and the accompanying Zoning Map by amending said map by changing the Zone Classification of 120 Odell Avenue, 967 North Broadway, and 951 North Broadway from their current "S-100" Zone District Classification to an "OL" Zone District Classification (Adopted 7-0).

6. General Ordinance amending General Ordinance 4-2000, also known as Chapter 43 of the Code of the City of Yonkers, commonly known as the Zoning Ordinance of the City of Yonkers, making "Satellite Facilities of Colleges, Universities, or Theological Seminaries" as permitted use (with supplemental requirements) in the BR "Restricted Business, Residences Excluded" District of the City (Adopted 7-0).

7. Special Ordinance - Amendment to increase the Capital Budget for FY 2021/2022 (Adopted 7-0).

8. Special Ordinance - Authorizing bond ordinance in an amount not to exceed $60,118.513 to finance Capital Projects in and for the City of Yonkers (Adopted 7-0).

9. Special Ordinance - Authorizing bond ordinance in an amount not to exceed $3,500,000 to finance Capital Projects in and for the City's School District (Adopted 7-0).

10. Special Ordinance - Authorizing acceptance of Westchester County 2021 STOP DWI grant in the amount of $42,000 and amending the City of Yonkers grant budget for fiscal year 2021/2022 (Adopted 7-0).

11. Special Ordinance - Authorizing acceptance of a Grant issued by the New York State Office for the Aging (NYSOFA) in the amount of $110,000 and amending the City of Yonkers Grant Budget for Fiscal Year 2022 (Adopted 7-0).

12. Resolution - Approving an Inter-Municipal Agreement by and between the City of Yonkers and the County of Westchester to accept Title III-B Grant Funding for Transportation Services (Adopted 7-0).

13. Resolution - Approving an Inter-Municipal Agreement by and between the City of Yonkers and the County of Westchester to accept Title III-B Grant Funding for Information and Assistance Services (Adopted 7-0).

14. Resolution - Approving an Inter-Municipal Agreement by and between the City of Yonkers and the County of Westchester to accept Unmet Need Funds, Program Year 2021 Grant Funding (Adopted 7-0).

15. Resolution - Approving an Inter-Municipal Agreement by and between the City of Yonkers and the County of Westchester to accept Livable Community Regional Host Services PY 2021 Grant Funding (Adopted 7-0).

16. Resolution - Approving a Site Plan and Special Use Permit Application for amendments to the previously approved Planned Urban Development ("PUR") at 1 Van Der Donck Street (Hudson Park) pursuant to Article VII and Article IX of the Yonkers Zoning Ordinance (Adopted 7-0).

17. Resolution - To declare Lead Agency and to Issue a determination of Significance Pursuant to the State Environmental Quality Review Act ("SEQRA") relating to an amendment to General Ordinance 4-2000, also known as Chapter 43 of the Code of the City of Yonkers, making "Satellite Facilities of Colleges, Universities, or Theological Seminaries" a permitted use in the BR District (Adopted 7-0).

18. Resolution - To declare Lead Agency and to issue a determination of significance pursuant to the New York State Environmental Quality Review Act ("SEQRA") for the proposed amendments to the Yonkers Zoning Ordinance related to Nursing Homes in the "OL" Zone District and a Zoning Map at 120 Odell Avenue, 967 North Broadway, and 951 North Broadway, from the "S-100" Zone to the "OL" Zone (Adopted 7-0).

19. Resolution - Approval of tax certiorari (Adopted 7-0).

20. Resolution - Approving the Memorandum of Agreement between the Board of Education and Yonkers Council of Administrators to supplant the agreement which expires on June 30, 2021 (Adopted 7-0).

21. Resolution - Calling on Mayor Spano and his administration to review and adopt legislation creating a Disaster Relief Advisory Board in the City of Yonkers (Friendly Amendment changing word choice from review to introduce; Adopted 7-0).

22. Resolution - Setting a Public Hearing for June 23, 2021 at 5:20pm to consider the following proposed General Ordinance amending Article XV of the Code of the City of Yonkers entitled "Affordable Housing" (Adopted 7-0).

23. Resolution - Appointment of Anthony Pagano as Commissioner of Fire Department (Adopted 7-0).

24. Resolution - Appointment of Steve Sansone as Commissioner of Parks Department (Adopted 7-0).

25. Resolution - Appointment of Alissa McKay Harris as Deputy Commissioner of Parks Department (Adopted 7-0).

26. Resolution - Reappointment of James Letsen to the Parks, Recreation and Conservation Board (Adopted 7-0).

27. Resolution - Reappointment of Jason Wilson to the Parks, Recreation and Conservation Board (Adopted 7-0).

28. Resolution - Designation of Charles Hensley as Chairman of the Landmarks Preservation Board (Adopted 7-0).

29. Resolution - Commissioner of Deeds (Adopted 7-0).

30. Resolution - To assume Lead Agency Status pursuant to SEQRA and schedule a public hearing relating to the proposed Zone Map change for property known as 612 E. Grassy Sprain Road, located at Section 4, Block 4391, Lot 435 (Friendly Amendment changing date of Public Hearing to July 14, 2021 at 11am at the CIty Council Chambers; Adopted 7-0).
