The Yonkers City Council held three meetings today, March 9, 2021: a Legislation & Codes Committee Meeting, a Municipal Operations & Public Safety Committee Meeting, and a City Council Stated Meeting. All items on the agendas appear below, as well as the decisions taken by the City Council.
City Council Stated Meeting:
Old Business: 1. Local Law - Authorizing the discontinuance and conveyance of a portion of Bronxville Road to Kevin and Joan Donohue (Held until March 23, 2021, at which time a Public Hearing will be held and it will be placed on the agenda that night for a vote)
2. Resolution - To issue a determination of significance pursuant to SEQRA relating to the proposed conveyance of portion of discontinued right-of-way of Bronxville Road (Held until March 23, 2021, at which time a Public Hearing will be held and it will be placed on the agenda that night for a vote)
New Business: 3. Local Law - Creating new Chapter 38 of the Code of the City of Yonkers entitled "Third Party Services" (Voted 7-0)
4. Local Law - Establishing a community aggregation (energy) program in the City of Yonkers (Voted 5-0, with Minority Leader Breen and Council Member Merante voting no)
5. General Ordinance - Amending Article IX of Chapter 13 of Part III of the Code of the City of Yonkers entitled "Environmental Preferable Purchases" (Voted 7-0)
6. Special Ordinance - Authorizing acceptance of state grant funding from the Hudson River Valley Greenway Conservancy in the amount of $75,000 and amending the City of Yonkers Grant Budget for Fiscal Year 2020/2021 (Voted 7-0)
7. Special Ordinance - Authorizing acceptance of additional federal funding from the United States Department of Housing and Urban Development in the amount of $2,952,400 and amending the City of Yonkers Grant Budget for Fiscal Year 2020/2021 (Voted 7-0)
8. Special Ordinance - Confirming the tax roll for Westchester County taxes, including sewer district and refuse disposal district taxes, for the calendar year 2021, and levying and assessing the taxes contained therein (Voted 7-0)
9. Resolution - Settlement by Corporation Council Desiree Perdomo vs. Alexis Dias and Nicole Pelose in the amount of $8,000.00 (Voted 7-0)
10. Resolution - Settlement - City of Yonkers vs. Gary A. Taylor in the amount of $80,000.00 (Voted 7-0)
11. Resolution - Approving the inter-municipal agreement by and between the City of Yonkers and Westchester County to accept HDC2-FFCR Act and HDC3 Cares Act funds for Office of the Aging for Program Year 2020/2021 (Voted 7-0)
12. Resolution - Approving an inter-municipal agreement between Westchester County and the City of Yonkers whereby the county will assist the city construction and installation of an Enslaved Africans' Rain Garden (Voted 7-0)
13. Resolution - Designating Parking and Code Enforcement Officers employed by the City of Yonkers as Peace Officers (Pulled from agenda. Being sent back to Rules Committee for further discussion)
14. Resolution - Special Use Permit for a Senior Citizen Housing and Kitchen to service St. Joseph's Hospital located at 35 Vark Street (Voted 7-0)
15. Resolution - Supporting NYS Assembly Bill A.5180 and the State Senate Bill S.3184, this would provide broadband internet access for all public school children (Voted 7-0)
16. Resolution - Renewing and extending the use of the ERUV District for Northeast Yonkers Jewish Center (Voted 7-0)
17. Resolution - Declaring the month of March 2021 "Women's History Month" and celebrating 101 years of women's suffrage, and declare March 8, 2021 as "International Women's Day" (Voted 7-0)
18. Resolution - To declare March 2021 as Developmental Disabilities Awareness Month in the City of Yonkers (Voted 7-0)
19. Resolution - Declaring the month of March 2021 "Social Workers Month" (Voted 7-0)
20. Resolution - Commemorating the annual Yonkers St. Patrick's Day Commemoration and Celebration of Irish-American Culture and Heritage (Voted 7-0)
21. Resolution - Commissioner of Deeds (Voted 7-0)
Legislation and Codes Committee Meeting: 1. General Ordinance amending Article VIII of Chapter 95 of Part II of the Code of the City of Yonkers entitled "water rates; bills" (Kept in Committee for further discussion)
2. Resolution urging Mayor Mike Spano to direct the Yonkers Department of Traffic Engineering to conduct a feasibility study regarding angled parking on streets in City Council Districts 1, 2 and 3, sufficiently wide to permit such practice (Kept in Committee for further discussion)
3. Resolution directing the Parks and Planning Department of the City of Yonkers to conduct a study for the usage of Dunn Park as an outdoor senior citizen park (Kept in Committee for further discussion)
Municipal Operations & Public Safety Committee Meeting: 1. Resolution to adopt the City of Yonkers Police Reform & Reinvention Collaborative Plan (Moved to Rules Committee meeting of March 16, 2021) 2. Resolution by the City Council of the City of Yonkers in opposition to NYS Assembly Bill A2492 and NYS Senate Bill S2759 that seeks to terminate the longstanding tradition of the Columbus Day Holiday as a recognition of the contributions of Italian-Americans and their heritage in America (Item will be held until the next Municipal Operations & Public Safety Committee Meeting, scheduled to take place on March 16, 2021)
