On Tuesday, November 24, 2020, the Yonkers City Council held a Budget and Finance Committee Meeting and a City Council Stated Meeting. Below are the items for both agendas and a summary of how each item was discussed and/or voted.
Budget and Finance Committee Meeting:
- Special Ordinance – Bond Ordinance of the City of Yonkers, New York Authorizing funding for the Nepperhan Avenue Watermain Redundancy Project; stating the estimated maximum cost thereof is $5,000,000; appropriating said amount thereof and authorizing the issuance of bonds of said city in the principal amount of not to exceed $5,000,000 to finance said appropriation. (Moved to Rules Committee meeting of December 1, 2020)
- Resolution- State Environmental Quality Review Act for Water Capital Projects in and for the City of Yonkers (Moved to Rules Committee meeting of December 1, 2020)
- Special Ordinance – Bond Ordinance of the City of Yonkers, New York authorizing funding for water system improvements and new water bureau monitoring stations; stating the estimated maximum cost thereof is $3,000,000; appropriating said amount thereof and authorizing the issuance of bonds of said city in the principal amount of not to exceed $3,000,000 to finance said appropriation. (Moved to Rules Committee meeting of December 1, 2020)
- Resolution of the City Council of Yonkers Urging Mayor Spano and his Administration to Recognize June 19th as “Juneteenth” as an Official Holiday and allow City Employees to Observe the Holiday with Paid Time Off, Similar to Employees of New York State (Roll Call vote of 5-2 (with Minority Leader Breen and Councilmember Merante voting no) to move this item forward to Rules Committee meeting of December 1, 2020).
- Resolution Approving the Assignment of that Certain Agreement Between the City of Yonkers and Herriot Street Housing, L.P. to Hudson Valley Property Group LLC. (Kept in Committee until meetings are held to investigate certain complaints coming from tenants living in the properties owned by property owner).
- Any additional items that may properly come before this Committee.

City Council Stated Meeting
- Motion to reconsider resolution that was item number 8 on the agenda of 11-10-20 in regard to Lead Agency of 612 E. Grassy Sprain Road (Motion voted 7-0); Resolution then defeated by a vote of 7-0). Minutes of 11-10-220 approved as amended.
Old Business
- General Ordinance - Amending Chapter 43 of the City of Yonkers Code in regard to "Invasive Species" to reflect that of NYS Department of Environmental Conservation. (Held in Committee. County Planning has no Objections. City Clerk will now call a Public Hearing on the matter for December 8, 2020, before the City Council meeting scheduled on the same date)
New Business - Resolution - To appoint and/or reappoint applicants to the office of Commissioner of Deeds for a period of two years to expire December 31, 2022. (Voted 7-0)
Add-on Item:
- A Resolution by the City Council of Yonkers to assume Lead Agency status pursuant to SEQRA and schedule a public hearing relating to the proposed zone map change for property known as 612 E. Grassy Sprain Road, located at Section 4, block 4391, Lot 435. (Voted 7-0; Public Hearing to be held on December 8, 2020)
