On Tuesday, November 10, 2020, the Yonkers City Council held a Real Estate Committee Meeting and a City Council Stated Meeting. Below are the items for both agendas and a summary of how each item was discussed and/or voted.
Real Estate Committee Meeting:
1. General Ordinance - Amending Article XV of Chapter 43 of the Code of the City of Yonkers Entitled "Affordable Housing" (Will stay in Committee pending further discussions and additional presentations)
2. Resolution - To investigate compliance with the conditions imposed on the Special Use Permit Approving the Hampton Inn Hotel in Yonkers and if Violations are found and not corrected to revoke said Special Use Permit (Postponed until a later date, at the request of Councilman Anthony Merante)
3. Resolution - Approving a Special Use Permit for the operation of a proposed below grade drainage system at 590 Palmer Road (Postponed until a later date, at the request of Councilman Anthony Merante)
City Council Stated Meeting
1. General Ordinance - Amending Chapter 43 of the COY Code in regard to "Invasive Species" to reflect that of NYS Department of Environmental Conservation (Held over until a Public Hearing takes place on the matter first, which will be held on November 24, 2020, followed by the regularly scheduled Council meeting of November 24, 2020).
2. Resolution - Approving an IMA between the COY and the County of Westchester to formalize operational procedures for Mutual Aid Rapid Response Plan (Passed 7-0 )
3. Resolution - Approving an agreement between the COY and the County of Westchester related to snow and ice removal for designated county roads, 2020-2025 (Passed 7-0)
4. Resolution - SEQRA relating to the proposed grant of an access easement over city-owned property known as 55 Paula Avenue (Passed 7-0)
5. Resolution - Authorizing the conveyance of a permanent access easement over city-owned property known as 55 Paula Avenue (Passed 7-0 )
6. Resolution - Advice and consent to the appointment of Sabina Juncaj as Deputy Commissioner of Human Resources (Passed 4-3, with the following voting no: Council President Mike Khader, Council Member Shanae Williams and Council Member Tasha Diaz )
7. Resolution - Designing a tiered water rate and directing the Commissioner of Public Works, with the consent of the City Council, to establish different rates for the use of water by different types of buildings and uses (Passed 7-0 )
8. Resolution - To assume lead agency status and make a determination of significance pursuant to SEQRA regarding 612 Grassy Sprain Road (Passed 7-0 )
9. Resolution - Authorizing the extension of all active Building Department permits, Planning Board approvals and Zoning Board approvals for a period of 120 days pursuant to Senate Bill S.8236-A and Assembly Bill A. 10409-A (Passed 7-0)
10. Resolution - Urging the Yonkers IDA to require companies and applicants benefiting from its programs to make best efforts to employ local contractors and business from the COY (Passed 7-0)
11. Resolution - Urging the Yonkers IDA to renew resolution relating to the establishment of Labor Policy requiring project labor agreements for certain projects receiving financial assistance (Passed 7-0)
12. Resolution - Recognizing November 2020 as Adoption Awareness Month (Passed 7-0)
13. Resolution - Recognizing November 2020 as Diabetes Awareness Month (Passed 7-0)
