Yonkers Insider: Yonkers City Council Meetings- April 25, 2023 by Yonkers City Councilwoman Corazon Pineda Issac 2nd District.

 


On Tuesday, April 25, 2023, the Yonkers City Council held a Municipal Operations and Public Safety Committee Meeting and a Stated City Council meeting. All items on both agendas appear below, as well as the decisions taken by the City Council in regard to these items.

Public Hearing was also held in regard the following:

General Ordinance amending General Ordinance 4-2000, also known as Chapter 43 of the Code of the City of Yonkers, commonly known as the Zoning Ordinance of the City of Yonkers and the accompanying Zoning Map to reclassify and rezone the properties located at: 1) 1229 Midland Avenue (also known and designated on the official tax map of the City of Yonkers as Block 5363, Lot 20) from MG District (apartment houses, low density) district of the city to CU district (college, universities, and theological seminaries) (the "CU District"); 2) P/O 879 Kimball Avenue (also known and designated on the official tax map of the City of Yonkers as Block 5363, P/O Lot 1) from S-60 district (detached single family dwellings on 60 foot lots) to CU district; and 3) 161 Hampshire Road (also known and designated on the official tax map of the City of Yonkers, Block 5349, Lot 29) from S-200 District (restricted businesses, residences included) to CU district.
Municipal Operations and Public Safety Committee Meeting

1.   General Ordinance amending Chapter 23 of the Code of the City of Yonkers entitled “Cabarets, Dance Halls and Sidewalk Cafes”, by changing the annual fee, all references to the Director of Licensing Services to the Planning Commissioner and clarifying certain provisions (Moved to City Council meeting agenda for the same day...April 25, 2023)

1.           General Ordinance amending Article IX of Chapter 109 of the Code of the City of Yonkers entitled “Stopping, Standing and Parking” in relation to commercial and other vehicle momentary parking (Adopted 7-0)
           
2.           General Ordinance amending Chapter 23 of the Code of the City of Yonkers entitled “Cabarets, Dance Halls and Sidewalk Cafes”, by changing the annual fee, all references to the directors of Licensing services to the Planning Commissioner and clarifying certain provisions (Amended, and adopted as amended, 7-0)

3.           General Ordinance amending Chapter 65 of the Code of the City of Yonkers entitled “Animal and Dogs” in relation to the registration of animal abusers (Adopted 7-0)

4.           General Ordinance amending part VII: Nuisances, Public Welfare and Criminal by adding Chapter 88 to the Code of the City of Yonkers to be known as “Catalytic Converters: Recordkeeping for Purchase, Sale and Installation; Individuals in Possession” (Adopted 7-0)

5.           Special Ordinance authorizing acceptance of state grant funding from the NYS Department of Transportation in the amount of $900,000, and amending the City of Yonkers grant budget for FY 2022/23 (Adopted 7-0)
           
6.       Special Ordinance authorizing acceptance Acceptance of NYS grant funding from the Empire State Development Regional Capital Grant in the amount of $1,200,000 and amending the City of Yonkers Grant Budget for FY 2022/23 (Adopted 7-0)
                       
7.        Special Ordinance authorizing acceptance of NYS grant funding from the environmental facilities in the amount of $1,000,000 and amending the City of Yonkers Grant Budget for FY 2023/2024 (Adopted 7-0)

8.        Resolution – advice and consent to the reappointment of Hector Lopez to the Zoning Board of Appeals (Adopted 6-0, with 1 abstention)

9.        Resolution – advice and consent to the appointment of Robert Voorheis to the Landmarks Board (Adopted 7-0)

10.      Resolution – settlement – Chantal Dawkins vs. City of Yonkers in the amount of $45,000.00 (Adopted 7-0)

11.      Resolution – issuing a determination of significance pursuant to the NYS SEQRA relating to amending Chapter 43 of the Code of the City of Yonkers entitled “Zoning” with regard to outdoor dining (Adopted 7-0)

12.      Resolution – accepting a grant from United States Justice Department to participate in the 2022 Edward Byrne Memorial Justice Assistance Grant FY 2022 local solicitation and approving an IMA with Westchester County (Adopted 7-0)

13.      Resolution – proclaiming and recognizing April 2023 as “Arab American Heritage Month” throughout the City of Yonkers (Adopted 7-0)
