On Tuesday, March 21, 2023, the Yonkers City Council held a Real Estate Committee meeting and a Rules Committee meeting. All items on both agendas appear below, as well as the decisions taken by the City Council in regard to these items.

Real Estate Committee Meeting Agenda 1.Local Law - Repealing and Replacing Article XV of Chapter 43 entitled "Affordable Housing" for the City of Yonkers (Held in Committee for further discussion) 2. Resolution to declare the Yonkers City Council Lead Agency under SEQRA for the petition of Sarah Lawrence College for an amendment of the zoning map to change current zone classifications to the “CU” college and university zone classifications for the premises known as 1229 Midland Avenue (currently “MG”), a portion of 879 Kimball Avenue (currently “S-60”) and 161 Hampshire Road (currently “S-200”), Yonkers, New York and known and designated on the tax assessment map of the City of Yonkers as Block 5363, Lot 20, Block 5363, Part of Lot 1 and Block 5349, Lot 29. (Moved to Rules Committee meeting agenda of March 21, 2023) Rules Committee Meeting Agenda Items for Consideration by Administration 1. Special Ordinance – authorizing the acceptance of Grant Funding from New York State Department of Environmental Conservation (NYS DEC) in the amount of $45,000 and amending the City of Yonkers Grant Budget for Fiscal Year 2022/23. Special Ordinance – authorizing acceptance of NYS DOT SFY2020-21 Extreme Winter Recovery Grant Program in the amount of $285,348 and amending the City of Yonkers Grant Budget for Fiscal Year 2022/23. Special Ordinance – authorizing an encroachment in the right-of-way on 900 Nepperhan Avenue, subject to certain terms and conditions. (No Fiscal Impact.) Resolution amending Resolution No.7-2023 by correcting an error in the name of the entity to provide financial professional services to include the review of the proposed city budget for fiscal year 2023/2024 and fiscal year 2024/2025 and other analytical services. (Moved to Stated City Council meeting of March 28, 2023)   2. Resolution of the City Council urging the New York State Assembly and the New York State Senate to pass legislation to create a Housing Access Voucher Program, and for Governor Hochul to sign the legislation into law (Moved to Community & Mental Health Services Committee for further discussion)   3. Resolution of the City Council of Yonkers calling on Mayor Michael Spano and his administration to review and consider increasing Paid Family Leave for city employees (Moved to Budget Committee for further discussion)   4. Local Law amending Chapter 58 of the Code of the City of Yonkers, entitled “Housing and Building Maintenance Code” in relation to feeding of animals in residential buildings (Moved to Stated City Council meeting of March 28, 2023)   5. Resolution by the City Council of Yonkers acknowledging and denouncing the continuing and rising dangers of the unsafe charging, storage and use of e-mobility devices and lithium ion batteries in the City of Yonkers and throughout the state and calling for the Governor and State Senate and Assembly to propose legislation regarding the state-wide regulation of the use, storage and charging of “e-mobility devices and lithium ion batteries” to protect health safety and welfare. (Moved to Municipal Operations & Public Safety Committee for further discussion)   6. Resolution by the City Council of Yonkers acknowledging and denouncing the continuing illegal operation of cannabis dispensaries in the City of Yonkers and throughout the State and calling for immediate changes to the “Marijuana Regulation and Taxation Act” to give local municipalities discretion and authority to regulate and control the dispensaries to protect the health safety and welfare of the public and especially the children of the City of Yonkers. (Moved to Municipal Operations & Public Safety Committee for further discussion)   7.
