Yonkers Insider: Yonkers City Councilwoman Corazon Pineda Issac 2nd District: Yonkers City Council Meetings- April 12, 2022.

 


On April 12, 2022, the Yonkers City Council held an Education Committee meeting, a Municipal Operations & Public Safety Committee meeting, as well as our regular City Council Stated meeting. All items on the agendas appear below, as well as the decisions taken by the City Council in regard to these items.

Education Committee Meeting

1.   Discussion - School COVID protocols such as quarantine requirements and school openings.
 
2.   Discussion - School safety concerns.
 
3.   Discussion - School learning placements.
 
4.   Discussion – Mom Summit Initiative
 
5.   Discussion - Child Feeding Pallet Program with Feeding Westchester.

 
Municipal Operations & Public Safety Committee Meeting

1.     Local Law – Amending Article XII of the Chapter of the Charter of the City of Yonkers Entitled “Police Department” in Relation to the Creation of a Civilian Complaint Review Board (Kept in Committee for further discussion)
 
2.     Resolution – in Support of Governor Kathy Hochul’s 10-point Public Safety Package Proposal Regarding Changes to the 2019 Bail Reform Laws (Withdrawn from agenda)



City Council Stated Meeting Agenda


1.Local Law – authorizing the sale of city-owned property on Warburton Avenue to the COY Industrial Development Agency for purpose of developing affordable housing (Adopted 6-0)

2.General Ordinance – amending Chapter 68 of the Code of the COY entitled “Smoking” (Adopted 6-0)

3.Special Ordinance – authorizing acceptance of state grant funding from the NYS Department of Criminal Justice Services in the amount of $490,000, and amending the COY grant budget for FY 2021/2022 (Adopted 6-0)

4.Special Ordinance – authorizing acceptance of state grant funding from the NYS Department of Criminal Justice Services in the amount of $57,211, and amending the COY grant budget for FY 2021/2022 (Adopted 6-0)

5.Special Ordinance – authorizing federal emergency stimulus grant funding to expand certain existing supportive and nutrition services in the amount of $93,416 and amending the COY grant budget for FY 2022 (Adopted 6-0)
 
6.Resolution – SEQRA - transfer of certain city-owned property on Warburton Avenue and Woodworth Avenue to the COY IDA for the development of affordable housing  (Adopted 6-0)

7. Resolution – requesting the introduction of a bill which would amend Chapter 125 of the Laws of 2013 to, among other things, reinstate approximately 9 acres of parkland (Adopted 6-0, with friendly amendment)

8.Resolution – to accept a fee-in-lieu of parking in connection with the site plan approved by the Planning Board for a 10 story 76 unit apartment building with mixed use development on the properties known as 32, 36 & 38 Main Street and 1& 3 Riverdale Avenue (Adopted 4-2, with Minority Leader Breen and Councilmember Merante voting no)

9.Resolution – approving plan modification to the modified urban renewal plan for N.D.P Area No.1 and N.D.P Area No. 2 by adding a newly defined developmental Area 14 to the Plan (Adopted 6-0)

10.Resolution – urging the NYS Assembly and the NYS Senate to pass legislation to create a housing access voucher program and for Governor Hochul to sign the legislation into law (Adopted 6-0)

11.Resolution – supporting the adoption of Senate Bill S.8549 and Assembly Bill A.9054 requiring health insurers to provide coverage for procedures relating to the diagnosis, symptoms and treatment of uterine fibroids and infertility that may have been caused by fibroids (Adopted 6-0)

12.Resolution – urging the NYS Assembly and the NYS Senate to pass legislation temporarily suspending the NYS excise tax on gasoline and other motor fuel products, and for Governor Hochul to sign the legislation in to law, to help bring gasoline prices down (Adopted 5-1, with Councilmember Merante voting no)

13.Resolution – recognizing Fair Housing Month, to raise awareness of the need for equal access to safe, affordable housing (Adopted 6-0)

14.Resolution – urging the NYS Assembly, the NYS Senate, and Governor Hochul to work together to pass legislation and sign into law expanded and additional support for child care (Adopted 6-0)

15.Resolution – declaring and designating Juneteenth an official holiday in the COY (Adopted 6-0)

16.Resolution – approving an IMA by and between the COY and the County of Westchester to accept HDC5 or the Consolidated Appropriations Act funds for Title III-C-2 nutrition programs for program year 2020-22 (Adopted 6-0)

17.Resolution – Settlement COY vs. Jessiah Henry (Adopted 6-0)          
 
18.Resolution – Commissioner of Deeds (Adopted 6-0)
