Yonkers Insider: Yonkers City Council: Yonkers City Council Committee Meetings - February 8, 2022 by Yonkers City Councilwoman Corazon Pineda Issac 2nd DIstrict.

 


The Yonkers City Council held several committee meetings yesterday evening, February 8, 2022, in addition to our regular City Council Stated meeting. All items on the agendas appear below, as well as the decisions taken by the City Council in regard to these items.

Legislation and Codes Committee

Agenda Items:

1.General Ordinance amending Chapter 20 of the Yonkers City Code in regard to hawking, peddling, and commercial soliciting (Moved out of committee, and added to Rules Committee agenda for 2/15/2022)
 
Joint Budget & Finance and Labor Committee Meeting

Agenda Items:

1. Special Ordinance – amending the budget for the City of Yonkers for the 2021/22 Fiscal Year in relation to transferring funds from and to various accounts for the Stipulation of Agreement with the Firefighters Union, Local 628. (Budget & Finance) (Moved out of committee and placed on Stated Council agenda of 2/8/2022)

2. Resolution – approving an agreement between the City of Yonkers and Yonkers Firefighters, Local 628, IAFF, AFL-CIO. (Labor) (Moved out of committee and placed on Stated Council agenda of 2/8/2022)

Municipal Operations & Public Safety Committee

Agenda Items:

1. Local Law – Amending Section C8A-1 of Article VIIIA of the Charter of the City of Yonkers in relation to the Commissioner of Housing and Buildings (Moved to Rules Committee agenda for 2/15/2022 )

2. Resolution – approving one (1) Inter-Municipal Agreement by and between the City of Yonkers and County of Westchester to accept CSE Transportation Service PY 2021-22 Grant Funding. (Positive Fiscal Impact.) (All Councilmembers). (Moved to Rules Committee agenda for 2/15/2022 )

City Council Stated Meeting

1. Special Ordinance – amending the budget for the City of Yonkers for the 2021/22 Fiscal Year in relation to transferring funds from and to various accounts for the Stipulation of Agreement with the Firefighters Union, Local 628. (Neutral Fiscal Impact.) (All Councilmembers.) (Adopted 7-0)
 
2. Resolution – approving an agreement between the City of Yonkers and Yonkers Firefighters, Local 628, IAFF, AFL-CIO. (Negative Fiscal Impact.) (All Councilmembers.) (Adopted 6-0 with Councilmember Merante voting no)
 
3. Resolution – Accepting the Final Generic Environmental Impact Statement (FGEIS) on the proposed Ludlow Community Plan (TOP) adoption and Zoning amendments ("Ludlow Rezoning) (Adopted 7-0. Public hearing to be scheduled)

4.Resolution - Amending a planned urban redevelopment special use permit on property known as 86 Main Street, also known as Block 513, Lot 2, pursuant to articles VII of the Yonkers Zoning Code. (Adopted 7-0)

5. Resolution – Approving an Inter-Municipal Agreement by and between the City of Yonkers and the County of Westchester for Residential Food Scrap Transportation and Disposal Program for Refuse Disposal District #1. (Adopted 7-0)

6. Resolution – To issue a determination of significance pursuant to the State Environmental Quality Review Act relating to the adoption of the 2020 Westchester County Hazard Mitigation Plan Update (Adopted 7-0)  
 
7. Resolution – Authorizing the adoption of the 2022 Westchester County Hazard Mitigation Plan Update.  (Adopted 7-0)

8.  Resolution of the Council of the City of Yonkers calling on the State of New York to open a testing center for COVID-19 in the City of Yonkers. (Adopted 7-0)

9.  Resolution by the City Council of Yonkers Proclaiming and Recognizing the month February, 2022 as “Black History Month” throughout the City of Yonkers. (Adopted 7-0)

10. Resolution by The City Council of Yonkers to declare January 21 to February 27, 2022 as “Dominican Heritage Month” in the City of Yonkers (Adopted 7-0)   

11.  Resolution by the City Council of Yonkers Proclaiming and Recognizing February 4, 2022 as “Go Red Day” in support of Women’s Heart Health Month throughout the City of Yonkers (Adopted 7-0)

12.  Resolution by the City Council of Yonkers Proclaiming and Recognizing February 4, 2022 as “World Cancer Day” throughout the City of Yonkers. (Adopted 7-0)

Add-on Items

13. Resolution approving an Inter-Municipal Agreement by and between the City of Yonkers and the County of Westchester to accept Grant Funding for the Grassy Sprain Dam Project. (Neutral Fiscal Impact.) (All Councilmembers.) (Adopted 7-0)
 
15. Special Ordinance- authorizing acceptance of County Grant Funding from Westchester County in the amount of $250,000 and amending the City of Yonkers Grant budget for Fiscal Year 2021-2022. (No Negative Fiscal Impact) (All Councilmembers.) (Adopted 7-0)
