Bill Balter appeared before the Greenburgh Town Board to discuss plans to build 45 units of workforce housing at Dromore Road near the Nature Center
Bill Balter, of Wilder Balter Partners recently appeared before the Greenburgh Town Board to discuss their plans to build 45 units of affordable workforce housing on approximately 2.3 acres at 1 Dromore Road in Edgemont near the Greenburgh Nature Center. Land approvals were granted by the Planning Board and Town Board about five years ago. Balter developers have developed over 3,000 apartments in over 35 communities and have an excellent reputation. They plan to make the buildings LEED Gold, "high efficiency, all electric, a large solar array on the roof." They will use LED lighting. The building will be 4 stories and have parking in the rear and electric charging stations. There will be no three bedroom units in the complex--only one and two bedroom.
Rents will be affordable to families that earn an average of 60% of the Westchester area Median income. Those who live in the apartment complex will have incomes ranging from $40,800 to $102,000. Rents would range from $903 for one bedroom apartments to $2,166 per month for two bedrooms. Utility costs are covered in the rent. A lottery will be used to determine who will be lucky enough to move in.
Balter is seeking a PILOT payment in lieu of taxes from Greenburgh and from the Edgemont School district and is also seeking state funding approval. They hope to start construction in the spring of next year. They expect construction to take about 18 months. They also have pledged to meet with the Greenburgh Nature Center to discuss ways to work together.
