This week's City Council Rules Committee Meeting was held today, Wednesday, November 4, 2020, instead of holding it on a Tuesday, as usual, because yesterday was Election Day. The following items were on this evening's agenda: Items Introduced by City Council Members: OLD BUSINESS 1. By Council President Khader, - A Resolution designing a Tiered Water Rate and directing the Commissioner of Public Works, with the consent of the City Council, to establish different rates for the use of water by different types of buildings and users. (Moved to City Council Agenda of November 10, 2020) 2. By Council Member Williams - A Resolution creating a New Chapter 52 Of The Code Of The City Of Yonkers Entitled “Building Energy Benchmarking Requirements”. (Held in Rules Committee until the next Rules Committee Meeting of November 17, 2020 - pending further deliberation) 3. By Council President Khader, Majority Leader Pineda-Isaac, Minority Leader Breen, Councilmembers Williams, Rubbo and Merante - A Resolution to Assume Lead Agency Status & make a determination of significance pursuant to SEQRA re: 612 Grassy Sprain Rd. (Moved to City Council Agenda of November 10, 2020) 4. By Administration - A Resolution authorizing the extension of all active Building Department permits, Planning Board approvals and Zoning Board approvals for a period of 120 days pursuant to Senate Bill S.8236-A and Assembly Bill A.10409-A. (Moved to City Council Agenda of November 10, 2020) NEW BUSINESS 5. By Council President Mike Khader- A Resolution urging the Yonkers Industrial Development Agency (IDA) to require companies and applicants benefiting from its programs to make best efforts to employ local contractors and businesses from the City of Yonkers. (Moved to City Council Agenda of November 10, 2020) 6. By Council President Mike Khader- A Resolution urging The Yonkers Industrial Development Agency (IDA) to Renew Resolution 12/2017-70 Relating to the establishment of a Labor policy requiring Project Labor Agreements for certain projects receiving financial assistance from the agency. (Moved to City Council Agenda of November 10, 2020) 7. By Council Member Shanae Williams- A Resolution amending Chapter 43 of the City Code’s definition of “invasive species” to reflect that of the New York State Department of Environmental Conservation. (Moved to City Council Agenda of November 10, 2020) 8. By Council President Mike Khader - A Resolution recognizing November 2020 as Adoption Awareness Month. (Moved to City Council Agenda of November 10, 2020) 9. By Council President Mike Khader - A Resolution recognizing November 2020 as Diabetes Awareness Month. (Moved to City Council Agenda of November 10, 2020)  Items introduced by the Administration: 1. Resolution - approving an Inter-Municipal Agreement between the City of Yonkers and the County of Westchester to formalize Operational Procedures for Mutual Aid and Rapid Response Plan. (No Fiscal Impact). (Council Member Rubbo.) (Moved to City Council Agenda of November 10, 2020)   5. Resolution - advice and consent to the appointment of Sabina Juncaj as Deputy Commissioner of Human Resources. (No Fiscal Impact.) (All Councilmembers.) (Held in Rules Committee until all backup material is received for further deliberation) 7. Special Ordinance - Bond Ordinance for the City of Yonkers, New York authorizing funding for water system improvements, and new water bureau monitoring stations; stating the estimated maximum cost thereof is $3,000,000. (Neutral Fiscal Impact.) (Held in Rules Committee until all backup material is received for further deliberation) 8. Local Law - establishing a Community Choice Aggregation (Energy) Program in the City of Yonkers. (No Fiscal Impact.) (All Councilmembers.)
