On Tuesday, October 27, 2020, the Yonkers City Council held a Legislation & Codes Committee Meeting and a City Council Stated Meeting. Below are the items for both agendas and a summary of how each item was discussed and/or voted.
Legislation & Codes Committee Meeting:
1) A Resolution by the City Council directing the City of Yonkers to design a tiered water rate (Moved to Rules Committee Agenda of Wednesday, November 4, 2020 - Usual Tuesday meeting moved to Wednesday November 4th because of Election Day on November 3rd).
2) A General Ordinance amending various sections of the Zoning Code of the City of Yonkers in regard to the Use Regulations for Solar Energy Collectors. (Item will stay in Committee for the time being. Needs to go to Zoning & Planning first because it involves zoning changes).
City Council Stated Meeting
1. Special Ordinance - Amending COY Capital Budget for FY 2020/21 by increasing the Capital Budget by $16,755,000 (Passed 7-0)
2. Special Ordinance - Bond Ordinance for the COY Projects ($32,820,119) (Passed 7-0)
3. Special Ordinance - Bond Ordinance for Board of Education Projects ($39,700,000) (Passed 7-0)
4. Resolution - SEQRA for various Capital Projects in and for the COY (Passed 7-0)
5. Resolution - Advice and consent to the appointment of Louis J. Albano as Commissioner of Planning and Development (Passed 7-0)
6. Resolution - Advice and consent to the appointment of Lee Ellman as Deputy Commissioner of Planning and Development (Passed 7-0)
7. Resolution - Approving an IMA by and between the COY and the County of Westchester to accept Livable Community Regional Host Services Program for grant funding year 2020 (Passed 7-0)
8. Resolution - Designating the Yonkers Planning Board to assume lead agency under SEQRA for environmental review for the Rezoning Projects of Teutonia Hall, Chicken Island, and North Broadway (Passed 6-1, Councilwoman Williams voting no)
9. Resolution - Recognizing November 2020 as Domestic Violence Awareness Month (Passed 7-0)
10. Resolution - Recognizing November 2020 as Epilepsy Awareness Month (Passed 7-0)
11. Resolution - Recognizing November 2020 as Men's Health Awareness Month (Passed 7-0)
Please note that there was also a Public Hearing in regard to the proposed amendments to the 2020/2021 capital budget. There were no speakers and no communication received in regard to the proposed amendments.
